SUMMARY: The Deputy Director provides direct or delegated supervision and operational oversight for assigned Family Health and Family Services programs, including Health Services, Community Health Representatives (CHRs), Health Benefits, Fitness, Mental Health, Chemical Dependency, Family Service, and other assigned services. The Deputy Director supports program managers and supervisors in carrying out their responsibilities and works closely with the HHS Director on staffing, budgets, grants, contracts, compliance, service coordination, and program improvement. This position is eligible for a hybrid work schedule after six (6) months of satisfactory job performance. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs. Provide direct or delegated operational oversight of assigned programs. Supervise, develop, and evaluate assigned staff with performance management. Coordinate day-to-day operations across assigned the programs Support the development of policies and procedures across assigned HHS programs to improve service delivery and alignment with the direction established by the HHS Director. Assist the HHS Director and program managers with strategic planning and evaluation of outcomes across programs. Assist with development and administration of assigned budgets and contracts/grants. Maintain effective working relationships with funding agencies and partners. Oversee health-benefit administration and related processes, including applicable insurance enrollment, third-party arrangements, Purchased/Referred Care or other applicable health-benefit resources, and coordination with vendors. Monitor contracted healthcare relationships and service agreements and assist with negotiations and cost-effective use of available resources. Use data and service trends to identify needs and recommend improvements across Family Health and Family Services, including mental health and chemical dependency services. Coordinate health-promotion programs and services for Community members in collaboration with the HHS Director and staff. Support coordinated access to mental health and chemical dependency (CD) services, including prevention, assessment, treatment, recovery support, referrals, contracted services, and collaboration with qualified providers, while ensuring clinical decisions remain with appropriately licensed or credentialed professionals. Facilitate and/or participate in regular staff meetings Support the HHS Director in preparing information for the Tribal Administration and/or Tribal Council through the established reporting structure. Assist the HHS Director with initiatives and cross-program coordination while helping staff members work collaboratively. Represent the HHS Department as delegated at meetings, committees, conferences, or community events when delegated, and communicate information back to the HHS Director. Serve as acting HHS Director when formally designated, exercising only the authority delegated for that period and returning matters requiring direction to the HHS Director or Tribal Administrator as appropriate. Maintain appropriate records and support confidentiality, regulatory compliance, quality assurance, and accountability across assigned programs. Perform other duties as assigned by the supervisor. MINIMUM QUALIFICATIONS: Bachelor’s degree in Health Administration, Business, Human Services, or a related field. Minimum of three (3) years of management experience working in a Native American community health related program. Minimum of three (3) years of supervisory experience in healthcare, human services, behavioral health, social services, health benefits, or related programs. Experience with contract and grant administration or grant writing. Demonstrated ability to supervise and coach employees to work effectively within an existing leadership and governmental structure. Ability to maintain strict standards of confidentiality. Strong organizational, problem-solving, and decision-making skills. Excellent written and verbal communication skills. Proficiency in Microsoft Office, including Word, Excel, and Outlook. Ability to work independently with minimal supervision while maintaining regular communication and accountability to the HHS Director. Demonstrated ability to work respectfully within a Tribal government and Native American community Valid driver's license and proof of insurability. Must pass drug screen (UA) and a background check PREFERRED Demonstrated supervisory or management experience overseeing behavioral health programs and/or staff, including Mental Health and Chemical Dependency (CD) services. CPR certification. PHYSICAL DEMANDS: Position requires repetitive use of fingers, hands, and wrists in job-related duties, including telephone and computer use. Must be able to sit for long periods of time with occasional amounts of standing or walking. Must have the ability to lift and carry up to 25 pounds. REQUIRED TRAINING: Harassment training. HIPAA training and other privacy/confidentiality training applicable to assigned responsibilities. Any position-related training as determined by the Director of Health & Human Services or Tribal Administration. WORKING ENVIRONMENT: Work is performed primarily in office settings and may include occasional outdoor activities or travel to meetings and training.
