The Office of Internal Affairs & Discipline (IAD) manages non-criminal allegations of employee misconduct; identifies, investigates, and disciplines low performing employees and those who engage in misconduct; conducts background investigations on newly-hired and prospective Department employees; provides mandatory integrity training to new employees; and conducts routine quality assurance checks of inspectors in the field. Additionally, the unit works closely with the Department of Investigation (DOI) to help maintain the integrity of the Department. The Deputy Director, reporting to the Director, supervises the legal staff and works with the Chief Investigator to oversee the direction of investigations and administrative prosecution of disciplinary charges. The Deputy Director regularly provides guidance to senior staff on matters around employee backgrounds and discipline. The Deputy Director works on special projects to ensure external and internal compliance with NYC Construction Codes, Zoning Resolution, and other rules and regulations enforced by the Department, such as personnel rules implemented by DCAS and integrity rules promulgated by COIB, makes recommendations on best practices, ensures that the unit’s investigative methods are accurate and comprehensive, and that the unit staff is adequately trained and equipped to carry out its mandate. On occasion, oversight work may involve non-employee matters. Under direction of the Director, Internal Affairs and Discipline (IAD) with latitude for independent judgment and decision-making: - supervise legal staff and help manage operations of the unit - review and assist in assigning cases, conducting case reviews, and managing employee disciplinary and other investigations and case investigative plans to ensure cases are completed in a timely and effective manner, and all necessary and mandated investigative steps are followed - coordinate and make appearances in connection with the disciplinary hearing process at OATH Trials Division and other venues - provide guidance and leadership in the planning and execution of investigations - ensure employee background and other investigations are thorough and complete - compile and analyze periodic and other reports of all actions, investigations, compliance inspections, and disposition of cases for senior staff and documentation purposes - analyze developments and findings resulting from cases and make recommendations on ways to mitigate risk and limit negative exposure to the Department in such areas as integrity, compliance, and efficiency - ensure mandatory integrity trainings are conducted prior to employment, and periodically during the year, for every staff member of the Department - provide support for other units within Investigations and Compliance, Policy and Legal Affairs, and Enforcement - perform other duties as assigned by the Director or senior management.
