MF Professional Services, Inc. (“MFPS”) is an employee leasing and professional services organization that provides human resources, payroll, benefits administration, and operational support to mission-driven organizations.

This position supports MFPS clients, including Mi Familia Vota (“MFV”) and Mi Familia en Acción (“MFA”). MFPS employees may perform services on behalf of MFPS clients in support of their operational, programmatic, and organizational goals.

About Mi Familia Vota and Mi Familia en Acción

Mi Familia Vota and Mi Familia en Acción are national, Latino-led civic engagement organizations dedicated to building political power, strengthening civic participation, and advancing policies that support Latino communities.

MFA, a 501(c)(3) organization, conducts nonpartisan programs focused on citizenship, voter registration, voter education, leadership development, and issues including immigration, education, healthcare, voting rights, workers’ rights, reproductive rights, and the environment.

MFV, a 501(c)(4) organization, builds Latino political power through advocacy, organizing, and mobilization to help ensure Latino voices shape the policies affecting their health, safety, and prosperity.

Together, MFV and MFA operate one of the country’s largest Latino civic engagement infrastructures, with programs across multiple states and Washington, D.C.

Position Summary

The Deputy State Director supports the strategic, programmatic, operational, financial, and personnel management of MFV and MFA activities within an assigned state or region.

Working closely with the State Director, National Director of Campaigns and Programs, and other organizational leaders, the Deputy State Director helps develop state strategy, manage staff and programs, support field operations, build partnerships, participate in fundraising, and monitor budgets, grants, data, communications, and performance.

The position requires experience in field operations, campaigns, staff management, program development, and data-informed decision-making. The Deputy State Director must maintain an appropriate distinction between MFA’s nonpartisan activities and MFV’s legally permissible advocacy and electoral activities.

Essential Duties and Responsibilities

The employee will perform the following duties in support of MFPS and its clients, including Mi Familia Vota and Mi Familia en Acción, as assigned by MFPS-authorized management.

Strategic Planning and Program Execution

  • Help develop and implement a state-level strategy for strengthening civic participation and building political power within Latino communities.
  • Align state programs and campaigns with approved national and state priorities.
  • Oversee assigned programs through planning, implementation, assessment, evaluation, and continuous improvement.
  • Support voter registration, voter education, direct voter contact, community organizing, leadership development, issue advocacy, and voter-mobilization programs.
  • Establish program goals, timelines, staffing plans, budgets, performance measures, and accountability systems.
  • Monitor the assigned state’s political, electoral, demographic, policy, and community landscape.
  • Identify strategic opportunities, emerging risks, program gaps, and opportunities for growth.
  • Ensure field teams have the training, tools, technology, materials, data, and operational support needed to succeed.
  • Evaluate program performance and recommend data-informed adjustments.
  • Integrate year-round community power-building activities with election-cycle programs and campaigns.

Staff Leadership and Development

  • Assist with recruiting, interviewing, onboarding, supervising, coaching, and retaining qualified employees.
  • Coordinate hiring activities with Human Resources and MFPS-authorized management.
  • Establish clear roles, responsibilities, work plans, performance expectations, and accountability standards.
  • Ensure employees receive appropriate orientation, training, coaching, feedback, and professional-development opportunities.
  • Conduct regular team meetings, individual check-ins, field observations, and performance discussions.
  • Support managers in addressing performance, conduct, attendance, scheduling, and workplace concerns.
  • Promptly elevate employee-relations and workplace concerns to Human Resources.
  • Foster a professional, inclusive, collaborative, culturally responsive, and accountable workplace.
  • Apply organizational policies and employment practices consistently.

Field and Campaign Operations

  • Oversee assigned field operations and direct voter-contact activities.
  • Support canvassing, voter registration, phone banking, text messaging, digital outreach, community events, and get-out-the-vote programs.
  • Review field plans, staffing assignments, outreach scripts, voter universes, reporting requirements, and quality-control procedures.
  • Monitor progress toward voter-contact, registration, organizing, and mobilization goals.
  • Conduct field observations and identify operational, staffing, performance, data, or safety concerns.
  • Coordinate with national Campaigns and Programs staff on strategy, training, implementation, and evaluation.
  • Support rapid-response outreach and mobilization when authorized.
  • Ensure voter-registration applications and voter information are handled, tracked, secured, and submitted appropriately.

Budget and Financial Management

  • Collaborate with state and national leadership to develop and monitor the assigned state or region’s budget.
  • Align program activities, staffing plans, grant deliverables, and operational commitments with approved financial resources.
  • Monitor program expenses, staffing costs, budget variances, forecasts, and funding needs.
  • Coordinate with Finance to support accurate coding, documentation, reporting, and cost allocation.
  • Identify potential funding gaps, budget concerns, or unsustainable commitments and communicate them promptly.
  • Ensure expenditures comply with approved budgets, grant restrictions, and organizational procedures.
  • Refrain from making financial, contractual, or compensation commitments outside delegated authority.

Fundraising and Grant Support

  • Collaborate with Development, Finance, and program leadership on state or regional fundraising strategies.
  • Support grant proposals, reports, funder presentations, and stewardship activities.
  • Develop compelling narratives describing programs, community impact, outcomes, and funding needs.
  • Participate in approved meetings with foundations, donors, and other funding partners.
  • Monitor progress toward grant-funded goals, deliverables, timelines, and reporting requirements.
  • Provide accurate program data, stories, activities, and outcomes for proposals and reports.
  • Promptly communicate anticipated reporting concerns or missed deliverables.
  • Ensure fundraising materials accurately identify MFV or MFA and use appropriate tax and organizational language.

External Leadership and Partnerships

  • Build and maintain relationships with community leaders, organizations, coalitions, funders, public officials, media representatives, and other stakeholders.
  • Represent MFV and MFA professionally at approved meetings, coalitions, conferences, events, and decision-making tables.
  • Coordinate joint programs, campaigns, trainings, voter-registration activities, and community events.
  • Position the organizations strategically within the assigned state or region’s civic engagement and advocacy landscape.
  • Promote collaborative partnerships that advance approved organizational priorities.
  • Ensure external commitments receive appropriate review and authorization.
  • Clearly identify whether an external activity or representation is conducted on behalf of MFV, MFA, or both organizations.
  • Speak publicly on behalf of an organization only when authorized.

Data and Innovation

  • Collaborate with the Data and Innovation Department to establish metrics, targets, dashboards, reports, and accountability systems.
  • Ensure data protocols accurately capture digital organizing, voter registration, voter contact, voter mobilization, events, and other program activities.
  • Monitor state or regional data for accuracy, completeness, consistency, reliability, and timely entry.
  • Use data to guide strategy, allocate resources, resolve problems, and evaluate program success.
  • Support staff use of VAN, EveryAction, voter-mobilization tools, spreadsheets, dashboards, and other approved platforms.
  • Train or support employees in applying approved data-management practices.
  • Protect voter, community, employee, donor, partner, and organizational information.
  • Foster responsible innovation, experimentation, collaboration, and continuous improvement.
  • Promptly report significant data-quality, privacy, security, or access concerns.

Communications and Public Representation

  • Collaborate with the Communications Department on digital, media, messaging, and marketing strategies.
  • Develop clear calls to action for approved programs and campaigns.
  • Provide accurate program information, community stories, outcomes, and grant-related content.
  • Participate in media interviews, public events, and speaking opportunities when authorized.
  • Follow approved organizational branding, messaging, communications, and media procedures.
  • Refer media inquiries to the Communications Department unless specifically authorized to respond.
  • Obtain required consent before using personal stories, photographs, videos, quotations, or identifying information.
  • Ensure communications accurately identify the organization being represented.

Legal and Organizational Compliance

  • Maintain a clear distinction between MFA’s nonpartisan programs and MFV’s advocacy and electoral activities.
  • Ensure candidate-related, partisan, persuasion, endorsement, and other political activities are conducted only through MFV when authorized and legally permissible.
  • Ensure MFA time, funds, data, equipment, personnel, and other resources are not used for prohibited partisan political activity.
  • Support accurate timekeeping, cost allocation, recordkeeping, and reporting for MFV and MFA activities.
  • Ensure assigned programs follow applicable election, voter-registration, campaign-finance, lobbying, privacy, safety, and funding requirements.
  • Promptly elevate potential legal, financial, employee-relations, safety, data, or reputational concerns.
  • Perform other related duties as assigned.

Qualifications

Education

A specific degree is not required. Relevant education, professional training, campaign experience, community leadership, lived experience, and progressively responsible work experience will be considered.

Experience

  • At least five years of progressively responsible experience in program development, management, fundraising, community organizing, civic engagement, field operations, or candidate- or issue-based campaigns.
  • Experience managing direct voter-contact programs and field operations.
  • Experience supervising, training, coaching, and developing staff.
  • Experience developing and managing program or organizational budgets.
  • Experience supporting fundraising, grant proposals, funder relationships, or grant reporting.
  • Experience building coalitions and representing an organization externally.
  • Experience working with Latino communities or other historically underrepresented communities strongly preferred.

Knowledge Skills and Abilities

  • Strong commitment to civic engagement, social justice, and building political power with Latino communities.
  • Understanding of the political, electoral, demographic, policy, and community landscape within the assigned state or region.
  • Understanding of the operational distinctions among 501(c)(3) nonpartisan activity, 501(c)(4) advocacy, lobbying, and electoral activity.

Driving and Voter Registration Requirements

If driving is assigned, the employee must maintain a valid driver’s license, legally required automobile insurance, and an acceptable driving record. The employee may also be required to have access to safe and reliable transportation unless an organizational vehicle or another approved arrangement is provided.

If the employee personally conducts or supervises regulated voter-registration activities, the employee must meet all eligibility, appointment, training, certification, and reporting requirements applicable in the assigned jurisdiction. Depending on applicable law, this may include being registered or eligible to register to vote.

Work Environment

This position operates in office, remote, field, campaign, coalition, event, and community-based environments within the assigned state or region.

Regular travel within the assigned state or region is required. Occasional national travel may also be required for meetings, trainings, conferences, and organizational events. Evening, weekend, extended, or irregular hours may be required during election cycles, voter-registration deadlines, major campaigns, community events, or rapid-response situations.

Employees working remotely must comply with applicable MFPS and client confidentiality, information-security, technology, productivity, and workspace requirements. Any proposed change to an approved remote-work location or arrangement must be communicated to and approved by Human Resources in advance.
