Leidos QTC Health Services is seeking a Director of Subcontract Program Management and Transition Out.
In this role you will provides director-level leadership for the subcontract program management function and transition-out activities supporting complex Federal government programs operating nationally across multiple service delivery models. Establish direction for subcontractor strategy, governance, performance, financial oversight, and transition execution; lead cross-functional coordination to achieve contract, operational, customer, and business objectives; and serve as a senior organizational representative on matters of significant importance.
The role operates with broad organizational latitude, interprets and applies company and program policies, establishes operating approaches and performance expectations, and advises senior leadership on matters affecting contractual commitments, operational performance, customer relationships, and future business activity.
Primary Responsibilities:
- Provide overall leadership for subcontract program management activities and the orderly transition out of all RHRP services, ensuring plans, milestones, resources, communications, and execution activities are aligned with program and contract objectives.
- Own the subcontract program management operating framework, including governance, performance management, issue escalation, action-item accountability, financial oversight, and standards for subcontractor execution. Establish and refine procedures and operating practices as program requirements, contract conditions, and transition needs evolve.
- Serve as the senior internal leader and primary escalation point for significant subcontractor matters, including executive-level performance issues, commercial or contractual concerns, service delivery disruptions, corrective actions, and matters requiring coordination across multiple organizational functions.
- Direct transition-out strategy and execution for all RHRP workstreams, including development and management of transition plans, timelines, dependencies, decision points, resource requirements, communications, knowledge transfer, records, closeout activities, and disposition of outstanding contractual or operational obligations.
- Lead cross-functional execution with Contracts, Finance, Provider Relations, Information Technology, Facilities, Human Resources, program operations, and other stakeholders to coordinate subcontractor performance and transition activities and to resolve complex issues that could affect schedule, cost, service continuity, compliance, or customer commitments.
- Partner with Contracts and other functional leaders on subcontract agreements, statements of work, modifications, closeout requirements, and transition actions. Ensure contractual terms, obligations, deliverables, and acceptance criteria are understood and incorporated into execution and transition plans.
- Engage directly with subcontractor executives and senior customer or government representatives on significant contractual, operational, performance, and transition matters. Conduct senior-level briefings, governance reviews, and decision meetings and ensure clear ownership and timely resolution of commitments.
- Hold subcontractors accountable for performance against established cost, schedule, quality, service, compliance, and customer requirements. Direct performance reviews, corrective action plans, escalation pathways, and remediation efforts for material deficiencies or recurring issues.
- Direct continuous improvement and transition-readiness activities using performance data, cost trends, customer feedback, audit results, lessons learned, and operational experience to strengthen execution and reduce disruption during transition out.
- Provide senior-level recommendations and decision support to program and company leadership on subcontract strategy, transition sequencing, resource requirements, material issues, and options that affect program performance, contractual commitments, or business outcomes.
- Maintain awareness of material program and subcontract risks that could affect transition or contract performance; coordinate with the program risk-management process to identify, escalate, mitigate, and communicate significant risks without serving as the primary program risk owner.
- Provide executive reporting on subcontractor performance, transition status, significant issues, financial trends, key decisions, and material risks. Prepare and present senior-level briefings, presentations, and other decision-support materials for program and company leadership.

Required Qualifications
- Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education.
- 14 years or more of leadership experience in progressively responsible roles; or 12 years of leadership experience with a related Master’s degree, consistent with the R4 Director benchmark.
- Demonstrated experience leading complex Federal government programs, contracts, organizational functions, or major workstreams with accountability for cost, schedule, performance, contractual compliance, and customer outcomes.
- Demonstrated experience establishing and managing subcontractor governance, performance, financial accountability, and executive-level relationships in support of complex programs.
- Demonstrated experience leading complex program transition, closeout, off-ramp, or transition-out activities involving multiple stakeholders, dependencies, and contractual obligations.
- Demonstrated ability to operate with broad organizational latitude, establish operating approaches, interpret policy, resolve complex issues, and make decisions or recommendations affecting significant program or business outcomes.
- Experience developing and presenting executive-level briefings, status reports, recommendations, and decision-support materials to senior leadership, customers, and/or government representatives.
- Experience with RFPs, large contract proposals, subcontracting strategies, and/or contract modifications.
- Awareness of clinical constraints, including patient safety considerations, time pressures, and regulatory obligations.
- If applicable, must be able to pass a Federal background check and/or obtain and maintain additional clearances as specified by the contract (e.g., NACI, PIV, SMS, TMS).
Preferred Qualifications:
- Experience with healthcare or management of Federal healthcare programs highly preferred.
- Program Management Professional (PMP) certification or other relevant program management certification preferred.
- Experience directing and managing internal and external resources across multiple functions to achieve complex contract cost, schedule, performance, transition, and customer objectives.
- Experience establishing governance models, performance standards, transition methodologies, or operating practices that can be applied across complex programs or organizational workstreams.

- Travel up to 10%, primarily to Reston, VA
