As the anchor in the area’s hunger relief infrastructure, the food bank provided more than 60 million meals to people in need last year, by supplying food to hundreds of nonprofit organizations as well as directly to the community. Creating long-term solutions to food security requires more than just food: it includes addressing the root causes of food insecurity by partnering with organizations that provide critical services like job training programs, health care, and education. Description: The Food Resources department advances CAFB’s mission by acquiring nutritious food for communities in need throughout the greater Washington, DC Region. As a member of this dynamic team, the Director, Food Procurement, will lead strategic sourcing and purchasing strategies, ensuring the cost-effective acquisition of food responding to the evolving needs of clients, programs and partner agencies. The Director, Food Procurement, develops and executes procurement strategies; oversees vendor, contract and supply-chain relationships; manages the annual food budget and restricted funding; and uses data to guide purchasing, forecasting and inventory decisions. This position also supports innovative initiatives, including Food is Medicine pilots and Partner Direct, while cultivating relationships with internal and external stakeholders and food donors. Essential Functions: Procurement Strategy and Execution Develop and execute an annual food procurement strategy aligned with departmental and CAFB annual strategic goals, program needs, and available funding. Create and execute end-to-end procurement plans using distribution trends, client and partner feedback, inventory levels, data and dashboards Establish and track key performance indicators, working with the team to adjust strategy as needed Support evolution of Food Is Medicine pilots through expanded vendor recruitment, creative sourcing and supply chain management Evaluate grant and programmatic opportunities by conducting cost benefit analyses Support evolution of donation stream through Partner Direct program, food bank partnerships, Feeding America National Organization (FANO) support and collaboration with the Development team Collaborate with Operations to determine opportunities to optimize existing space, test pilot opportunities and improve processes Display high level of customer service and effective communications to both internal and external audiences Respond to client and partner level data to inform product selection, within budget parameters Work collaboratively with other divisions of the CAFB, including the Operations team, DC, MD and NOVA Regions, and the Pilot Team Follow all procurement policies, state and federal regulations Program Operations Evaluate and refine ordering processes to streamline program procurement Partner with Operations to strengthen supply chain workflows, optimize warehouse capacity, test new approaches and cost effectiveness. I Identify supply chain risks and develop contingency sourcing plans to minimize disruptions and maintain continuity of supply. Vendor Management and Financial Oversight Develop and manage the annual food budget, providing monthly spending analysis, forecasts and recommended adjustments Review purchase order payment reports weekly, working closely with Finance to resolve invoice issues. Track annual restricted grants; plan out spending and report progress monthly Evaluate vendor performance and market competitiveness to ensure optimal value, service, quality and alignment with organizational needs. Team Leadership Manage and mentor staff to meet departmental goals, respond to programmatic needs, stay within annual budget, Evolve departmental workflows to streamline processes, increasing efficiency and effectiveness Align roles and responsibilities of team as opportunities develop Qualifications Requirements : Bachelor’s Degree in supply chain management, business administration, agriculture, or related field. 7+ years of progressively responsible experience in strategic sourcing, logistics and/or food procurement Leadership/Management experience Experience managing significant budgets, vendor relationships, contract and procurement activities Other Skills, and Abilities: Strong project management skills and the ability to manage multiple priorities, meet deadlines and work across teams. Strong strategic sourcing, procurement, negotiation and vendor-management skills Innovative and adaptive thinker who can respond effectively to evolving community, program and operational needs Demonstrated proficiency in Microsoft Office software (Word, Excel, PowerPoint, Outlook); Experience using enterprise procurement, inventory-management, ERP, or warehouse- management systems Ability to succeed in a diverse, fast paced, and team-oriented environment; Excellent organizational, interpersonal, written and oral communication; High level of ethical behavior and fiscal responsibility Physical Demands & Working Conditions: Must be able to remain in a stationary position and operate a computer and other office equipment for extended periods; move within the office and between meeting locations; communicate and exchange information effectively; and occasionally move or transport materials weighing up to 20 pounds. The position may require occasional local travel and work outside regular business hours.
