Summary - Associate Rep Level

With guidance, the incumbent serves as Oncor Electric Delivery’s representative in acquiring land and land rights that are necessary for the construction and operation of Oncor’s distribution facilities. The incumbent manages Oncor right of way assets to protect Oncor’s title and interest, and to prevent encroachments, trespass and environmental misuse, where applicable. The ROW Associate Representative assists in negotiations and mediation on behalf of Oncor with respect to relocation of facilities, land acquisition and protection of Oncor’s land and land rights. This position is also responsible for initiating and managing associated ROW projects, engaging appropriate support personnel, establishing and assembling support documentation, reporting, negotiating with landowners and supporting key stakeholders throughout various processes requiring ROW expertise.

Key Roles & Responsibilities Directly or through others, the incumbent:

• Serves as a field agent’s point of contact on extensive projects and assists in coordination of the job activities of Right of Way agents and consultants
• Requires some paralegal skills and knowledge of real estate law to assist with preparation of legal documents such as easements, to submit to the ROW Attorney-in-Fact for execution
• Establishes and updates project schedules and project status in compliance with weekly and monthly reporting requirements
• Researches public records to determine property ownership, assists in abstract of title to locate easements and fee title deeds, requiring some understanding of abstracting skills such as those performed by an abstract company
• Protects Oncor Electric Delivery’s investment, title, and rights in its real property for both present and future use by preventing trespass, unauthorized encroachments, environmental misuse and maintenance concerns
• Provides guidance and assistance to Distribution Design and Operations personnel on land and landowner issues
• With general supervision, serves as the Oncor Electric Delivery Representative to assist with negotiations and damage claim settlement from the construction, maintenance, relocation or removal of Oncor Electric Delivery facilities and submits check requests for payment
• Oversees Contract Agents on extensive projects including review and approval of invoices, job activities, and schedules and deadlines to ensure compliance with service agreements and other contractual obligations in support of Company objectives
• Conducts meetings with Company staff, property owners, city governments, title companies, developers, engineering consultants and other entities to coordinate projects, resolve problems and reach agreements
• With guidance, determines Oncor Electric Delivery’s rights pursuant to existing easements and other instruments, notifies appropriate departments, and acts as a liaison between landowners, designers, project managers, and legal, to ensure cooperation and uninterrupted Oncor Electric Delivery operations
• Reviews all documents for compliance and negotiates non-standard clauses as necessary in easements, deeds, licenses, leases or miscellaneous contracts and coordinates with the Oncor Electric Delivery’s Legal Department for resolution
• With guidance, examines property tax values, professional appraisals, as well as current right of way costs, land use, crop yield values, and production costs

Education, Experience, & Skill Requirements

• Basic knowledge of Oncor Electric Delivery and Departmental policies and procedures, familiarity of real estate law with general knowledge of eminent domain (condemnation) proceedings, real estate industry practices, procedures, documents, public real estate records, appraisal techniques, and familiarity with regulatory and environmental rules and regulations
• Organizational and project management skills
• Ability to lead effective cross-functional team meetings
• Effective negotiating and interpersonal skills are essential
• Adequate skills utilizing Microsoft Office Word, Microsoft Excel and Microsoft Outlook essential
• One year T&D experience and a Bachelor’s degree preferred, or
• Some college with two years of related right of way experience is desired, or
• High School Diploma with five years related right of way experience is preferred

Measures of Success

• Pursues required International Right of Way Course study for Right of Way Agent (RWA/SRWA) designation or education requirements
• Guides negotiations to acquire easements, and other land rights to complete projects and assignments on schedule and on budget
• Accurately researches property records for ownership and chain of title
• Coordinates project meetings with internal partners, landowners, attorneys, title companies, builders, and governmental officials critical to accomplishing the schedule and budget objectives of the project
• Recognizes project risk and generates necessary mitigation plans to minimize impacts to project schedules
• Effectively communicates project status and project risk to management and internal/external stakeholders
• Proactively manages the use of Contract Right of Way Agent job activities critical to accomplishing the distribution of right of way workload throughout the Company
• Gathers market analyses and recommends value for easements granted to third parties to use Oncor Property

The incumbent serves as Oncor Electric Delivery’s representative in acquiring land and land rights that are necessary for the construction and operation of Oncor’s distribution facilities. The Representative negotiates and mediates on behalf of Oncor with respect to relocation of facilities, land acquisition and protection of Oncor’s land and land rights. This position is also responsible for initiating and managing associated ROW projects, engaging appropriate support personnel, establishing and assembling support documentation, reporting, negotiating with landowners, and supporting key stakeholders throughout various processes requiring ROW expertise. The Incumbent may periodically assist in on-the-job training of ROW Associate Rep and Contract Right of Way Agents. The Incumbent shall, from time to time engage and provide support to Contract Right of Way Agent(s).

• One year T&D experience and a Bachelor’s degree preferred, or
• Some college with four years of related right of way experience is desired, or
• High School Diploma with seven years related right of way experience
• An International Right of Way Association Membership desired is preferred

Summary - Senior Rep Level

Working with minimal supervision, the incumbent serves as Oncor Electric Delivery’s representative in acquiring land and land rights that are necessary for the construction and operation of Oncor’s distribution facilities. The incumbent manages Oncor right of way assets to protect Oncor’s title and interests, and to prevent encroachments, trespass and environmental misuse, where applicable. The incumbent maintains landowner/customer relations to prevent or minimize complaints, disputes and potential litigation. The Senior Representative acts as a negotiator and mediator on behalf of Oncor with respect to relocation of facilities, land acquisition and protection of Oncor’s land and land rights. This position is also responsible for initiating and managing associated ROW projects; engaging appropriate support personnel; establishing and assembling support documentation and reports: negotiating with landowners; and supporting key stakeholders throughout various processes requiring ROW expertise. The Senior Representative may assist the Manager in on-the-job training of new Right of Way Representatives. The Incumbent shall engage and provide oversight and support to Contract Right of Way Agent(s).

• A Bachelor’s degree and three years of experience, or some college with seven years of related right of way experience is desired
• Effective negotiating and interpersonal skills are essential.
• Adequate skills utilizing Microsoft Office Word, Microsoft Excel and Microsoft Outlook essential.
• An International Right of Way Association Membership and its Senior Member (SR/WA) designation are desired
• Texas Real Estate license desired
