1. Background
BIGGER ÉCOLES (BE): Changing Attitudes and Norms to Prevent Underage Marriage in Marrakech-Safi is an initiative by Project Soar, funded by the European Commission. This project aims to empower civil society organizations (CSOs) in Morocco to promote and protect human rights while addressing gender-based violence. Through targeted advocacy efforts, BE will champion girls' rights and combat underage marriage by strengthening CSOs' presence in public schools.
Project SOAR is developing a digital capacity-building platform for the BIGGER Écoles project, intended for civil society organizations (CSOs) and school administrators. The platform will serve as a training vehicle and will host structured modules made up of short video capsules, simulations, downloadable resources, and practical tools.
Project Soar seeks an e-learning/IT specialist consultant to create this platform. This SoW defines the scope, deliverables, calendar, and expectations for the e-learning specialist responsible for building this platform as a dedicated page/pathway on the Project Soar website.
2. Objective
To design, build, and organize a mobile-friendly, easy-to-navigate platform page on the Project Soar website that hosts the BE structured learning pathway, integrates all training content (videos, simulations, guides, annexes), and is ready for piloting with 2 schools by early November 2026
3. Scope of Work
3.1 Platform Development
• Build a dedicated BIGGER Écoles (BE) page on the Project Soar website, linked clearly from the main site.
• Set up the structured, module-based learning pathway (sequential modules, progress tracking).
• Ensure all content is usable and readable on a phone.
• Build in a “Proof of Completion” note per module/pathway.
• Set up simple, intuitive navigation so CSOs and school administrators with limited digital experience can use it independently.
Create users: password/login-restricted to registered CSOs, mentors and schools admin and manage access
3.2 Content Integration & Organization
• Integrate all video capsules, organized by module/theme.
• Integrate the family dialogue, religious leaders meeting, and school dialogue simulations within their own section
• Upload and clearly label all guides (downloadable, offline-readable).
• Create a separate, clearly organized "Annexes / Resources" section, numbered and easy to browse.
• Apply a consistent naming and tagging convention across all files
The platform (labels, navigation, guides) should be in Arabic
Use the PS materials for the visuals of the video capsules
3.3 Testing, Pilot Support & Handover
• Test all functionality (videos, downloads) on both desktop and mobile before the pilot.
• Be available for quick fixes/technical support during the pilot period with 2 schools.
• Incorporate adjustments identified during the pilot review.
• Deliver simple handover documentation to Project Soar staff (how to update content, add new modules, and manage access).
4. Deliverables
• A live, functional BE page/pathway on the Project SOAR website.
• All modules built and populated with final content (videos, simulations, guides, annexes).
• A clean, organized content structure exactly as outlined in Section 5 below.
• A short handover document (content update instructions, technical notes, access management).
• Confirmation of successful testing on mobile and desktop.
5. Content Organization: What Goes on the Platform
All content must be organized clearly and consistently, in separate, well-labeled sections as follows:

6. Calendar
The e-learning specialist's core engagement is intentionally compressed into a single, intensive week from during which the BE page must be built on the Project SOAR website and fully populated with all content (video capsules, simulations, guides, annexes, and any relevant documentation). All other phases (internal review, validation, testing, and pilot review) sit outside this 1-week window and follow the indicative timeline below. All dates are firm unless otherwise agreed in writing with Project Soar.

7. Expectations
• Clear, proactive communication with the Project Soar team throughout ; flag delays or content gaps immediately.
• Everything must work reliably on a basic smartphone with average connectivity.
• Respect for the validated content, no material goes live without Project Soar's sign-off.
• Delivery of all agreed milestones on the dates, with advance notice of any risk to the calendar.
8. Point of Contact
Project Soar Staff Leads overall content design and quality control; provides the consultant with finalized videos, guides, and annexes; validates each stage; coordinates FNAPEM/mentor filming; final sign-off before pilot and before roll-out.
The Project SOAR team member coordinating this assignment will serve as the consultant's main point of contact for content delivery, validation and sign-off at each stage.

Consultant Profile & Selection Criteria
The E-Learning Specialist Builds and organizes the BE Platform page on the Project Soar website per this SoW; integrates all content; ensures mobile responsiveness, functionality of modules and videos; delivers on the agreed calendar; provides technical support during pilot; delivers handover documentation.
Priority will be given to candidates/agencies who have already developed scripts, video content and/or platforms. Prior experience with the Project Soar website's existing structure is a strong asset.
• Demonstrated experience building training/e-learning pages website-based or platforms
• Experience organizing video, guides, and downloadable content into a structured, mobile-friendly learning pathway.
• Prior work with scripts, videos, or platform development is strongly preferred.
• Availability for the full calendar below, including support during the pilot.
