Background/Context
The World Food Programme (WFP) is committed to strengthening emergency preparedness and response capabilities across its workforce through practical, experiential learning. As part of this effort, WFP has developed the Emergency Learning Pathway (ELP), which equips staff with the operational, coordination, decision-making, and leadership skills required to effectively prepare for and respond to humanitarian emergencies.
To support ongoing capacity strengthening efforts, WFP will continue the delivery of ELP workshops across multiple cohorts and locations. These workshops utilize simulation-based learning, case studies, facilitated discussions, and reflective exercises to replicate the complexities and realities of humanitarian operations and enhance staff readiness for emergency response.
WFP seeks an experienced consultant to support the design, adaptation, facilitation, and continuous improvement of simulation-based learning activities and workshop delivery. Working closely with WFP technical focal points and subject matter experts, the consultant will adapt and contextualize learning materials, facilitate learning sessions, support multilingual delivery through the coordination of translations, and contribute to capturing lessons learned to strengthen future programme implementation.
Objective
The objective of this consultancy is to support the continued implementation and enhancement of the Emergency Learning Pathway through the design, adaptation, facilitation, and evaluation of simulation-based learning activities and workshops.
The consultant will ensure learning experiences are participatory, engaging, operationally relevant, and aligned with adult learning principles, humanitarian programming realities, and WFP emergency preparedness and response priorities.
- The consultant will provide technical expertise to support the design, adaptation, delivery, and continuous improvement of simulation-based learning activities within the Emergency Learning Pathway (ELP).
- Working in collaboration with WFP technical focal points and subject matter experts, the consultant will:
- •Design and contextualize simulation-based learning activities and experiential learning approaches that strengthen emergency preparedness and response capabilities.
- •Review, adapt, and enhance, as needed, existing workshop content, simulation exercises, case studies, facilitation guides, and learning materials to ensure alignment with programme objectives and operational realities.
- •Support the adaptation, translation, and quality assurance of learning materials for multilingual audiences.
- •Contribute to workshop planning and preparation, including the development and refinement of participant and facilitator resources.
- •Facilitate or co-facilitate workshops, simulation exercises, debrief sessions, and other learner-centred activities using participatory adult learning methodologies.
- •Support participant engagement, learning assessment, and the collection of workshop feedback.
- •Capture lessons learned and provide recommendations to strengthen future workshop delivery, learning materials, and overall ELP implementation.
- Deliverable 1: Learning Design and AdaptationReview, adapt, develop, and enhance learning products, simulation-based activities, case studies, facilitation resources, and supporting workshop materials to ensure alignment with programme objectives, operational contexts, and participant needs. Support the adaptation and quality assurance of learning materials in multiple languages to ensure accessibility and consistency across workshop cohorts.Expected Outcome:A suite of updated and contextualized learning materials, simulation-based activities, facilitation resources, and multilingual workshop products that are ready for delivery and aligned with Emergency Learning Pathway objectives.Deliverable 2: Workshop Facilitation and DeliveryFacilitate or co-facilitate ELP workshops, including simulation exercises, facilitated discussions, debrief sessions, and other experiential learning activities.Expected Outcome:Successful delivery of high-quality learning experiences that support participant engagement and achievement of learning objectives.Deliverable 3: Learning Evaluation and Continuous ImprovementIn collaboration with the WFP teams and SMEs, collect and analyse participant feedback, document lessons learned, and provide recommendations to strengthen future workshop delivery and learning design.Expected Outcome:Consolidated evaluation findings, lessons learned, and recommendations delivered to WFP to support continuous programme improvement.
- Advanced university degree in Humanitarian Affairs, International Development, Education, Organizational Learning, Emergency Management, Social Sciences, or a related field.
- At least 5 years of progressively responsible professional experience in humanitarian capacity strengthening, learning and development, emergency preparedness, or a related field.Demonstrated experience in the design, development, and facilitation of simulation-based learning activities, scenario exercises, and emergency preparedness workshops.Experience working with United Nations agencies, international organizations, NGOs, or other humanitarian actors in complex operational environments.Strong understanding of adult learning principles, instructional design, and participatory facilitation methodologies.Proven ability to adapt learning content and approaches for diverse audiences and operational contexts.Experience supporting the development and delivery of multilingual learning programmes and collaborating with translation and localization processes is desirable.Excellent facilitation, stakeholder engagement, communication, and coordination skills.Previous experience working with WFP, humanitarian response training initiatives, or inter-agency learning programmes is an asset.
Knowledge & skills:
- Ability to design and deliver training for UN personnel and other humanitarian actors.
- Ability to adapt and contextualize learning materials using scenario-based and simulation-based learning approaches.Knowledge of adult learning principles and participatory facilitation techniques.Strong facilitation, communication, and stakeholder engagement skills.Commitment to continuous improvement and learning quality enhancement.
Languages:
- Fluency in English is required.Knowledge of French and Spanish is an asset.
