The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. For positions covered by a collective agreement, placement within the range will follow the applicable step or classification. WORK ILLUSTRATION: Responsible for the implementation, maintenance, governance and continuous improvement of Toronto Hydro's emergency management and business continuity programs. The Consultant plays a key role in building organizational resilience by ensuring the Corporation is prepared to respond effectively to emergencies, maintain critical operations during disruptions, and recover key business functions in a timely manner. Operating within a progressive, cross-functional team environment, the incumbent provides leadership and governance for assigned program areas such as emergency management, business continuity, training and exercises, while also supporting the delivery of all departmental programs as operational needs require. This role is expected to provide emergency management and business continuity expertise across the department, contributing to a flexible and collaborative service model where consultants are able to support one another and respond to evolving organizational priorities. The incumbent partners with business units and internal and external stakeholders to develop, maintain, implement and exercise emergency management and business continuity plans, ensuring employees understand their roles and responsibilities before, during and after an incident. Through ongoing engagement, training, exercises and continuous improvement initiatives, the Consultant champions a culture of preparedness and resilience across the organization, ensuring plans remain relevant, actionable and regularly practiced. This posting is for an existing vacancy. KEY RESPONSIBILITIES: Develops, implements, governs and continuously improves components of Toronto Hydro’s all-hazards Emergency Management & Business Continuity programs, ensuring effective preparedness, response and recovery capabilities. Assumes ownership and governance of assigned program areas (e.g., emergency management, business continuity, training, exercises or program development) while providing cross-functional support across all departmental programs to meet operational and organizational needs. Utilizes departmental key performance indicators to design consistent end-to-end processes, and measures for evaluating program performance and program standards Partners with business units to develop, maintain, validate, and practice emergency management and business continuity plans, ensuring critical business processes can be sustained and recovered during disruptions. Plans, facilitates, and evaluates comprehensive training programs, exercises and awareness initiatives that build organizational preparedness, strengthen response capabilities, and reinforce employee readiness. Influences and engages stakeholders at all levels of the organization to promote participation, ownership and ongoing commitment to emergency management and business continuity readiness activities. Champions a culture of resilience and continuous improvement by ensuring plans are regularly reviewed, exercised, updated and integrated into operational planning and risk management activities. Assesses the effectiveness of emergency preparedness programs, develops plans to close gaps and improve alignment with industry best practices, and reports on program maturity to Senior Management. Plays an active leadership role representing Toronto Hydro on industry committees and working groups pertaining to emergency management, such as the Electricity Canada administered Ontario Mutual Aid Group and the North Atlantic Mutual Assistance Group. Provides 24/7 coverage standby coverage (as required) to support the incident Emergency Operations Centre (EOC) and acts as an after-hours Toronto Hydro liaison with the Toronto Emergency Management. REQUIREMENTS: Undergraduate degree in emergency management, business, engineering, or related discipline from an accredited College or University. Five (5) years of combined experience in emergency management, business continuity, or utility operations, including co-op, internship, and related professional roles. Preference will be given to candidates with the Associate Business Continuity Professional (ABCP) or Certified Business Continuity Professional (CBCP) designation. Knowledge of Ontario electrical distribution utilities, including the operational, political and regulatory environment. Knowledge of relevant emergency management/preparedness legislation, regulations and standards. Knowledge of Business Continuity methodologies and best practices, and experience in implementing / maintaining a Business Continuity program Demonstrated ability to influence, engage and gain commitment from stakeholders at all levels of the organization. Strong facilitation, relationship management and change leadership skills, with the ability to champion and influence emergency management and business continuity initiatives across diverse business functions. Proven ability to work collaboratively within a highly integrated team environment and provide support across multiple program areas and with multiple conflicting priorities Resilient, adaptable and comfortable working in dynamic environments where priorities may shift rapidly in response to organizational needs or emergency events. Experience within critical infrastructure, utilities, telecommunications, public sector or other large service-provider environments is considered an asset. Strong research, analytical, evaluation and problem-solving skills to develop and recommend resolutions to complex problems and contentious issues. Excellent presentation and communication skills, with the ability to effectively engage diverse stakeholders, facilitate discussions, and deliver information to groups of varying sizes.
