A little bit about us:

East West Rail is an infrastructure programme connecting communities between Oxford and Cambridge, a region currently underserved by transport. We have a once in a generation opportunity to change that, improving prosperity for people and places along the way.

East West Railway Company (EWR Co) was created by the Department for Transport (DfT) to oversee delivery of East West Rail, from design and construction through to services running, making sure the railway comes together in the right way. The programme is projected to deliver a £6.7 billion annual boost to the regional economy by 2050.

Role Summary

As Engineering Survey Manager, you will lead, govern and assure all engineering survey, geospatial and survey control activities across the East West Rail programme. You will act as the client's technical authority for survey matters, making sure that survey data, control networks, coordinate systems and survey deliverables are safe, accurate, compliant and fit for purpose throughout the design, construction, testing, commissioning and handover stages.
You will establish and maintain programme-wide survey governance, manage survey information requirements, oversee survey control networks, and make sure that all survey outputs integrate effectively with BIM, GIS, CAD and asset information systems.

Function

The technical function owns the specification for the scheme, interpreting the business case and purpose and translating this into a system requirements set. Activities fall broadly into two categories: establishing standards and requirements, and assuring that these are being met during both design and delivery. These activities take place across a number of domains, each requiring different technical specialist capabilities to provide a suitable level of knowledge, support and innovation.

Key Responsibilities

In this role, you will:
  • Own and maintain the EWR Survey Strategy and associated survey information requirements.
  • Provide technical leadership for topographic, engineering, construction, monitoring and as-built surveys.
  • Establish, manage and assure survey control networks, coordinate systems and geospatial frameworks.
  • Make sure survey information is integrated effectively into design, BIM, GIS, construction and asset management systems.
  • Govern delivery through the Common Data Environment (CDE), ensuring compliance with ISO 19650 and programme information management requirements.
  • Define and assure survey deliverables, metadata, quality standards and digital handback requirements.
  • Contribute to the procurement, management and assurance of survey suppliers and contractors.
  • Lead spatial data management, GIS strategy and geospatial analytics across the programme.
  • Foster a culture of continuous improvement and innovation within the engineering function, identifying delivery opportunities.
  • Collaborate with other departments, stakeholders and external partners to deliver integrated projects.
  • Take responsibility for your own and others' health and safety, adopting and working to EWR Co's Health and Safety principles.
  • Keep taxpayers' money at the forefront of your decisions, bringing a cost-conscious mindset to your work.
  • Seek creative solutions to challenges and opportunities, showing a commitment to innovation.
  • Act as a role model for EWR Co's vision and behaviours, working in line with EWR Co's Ways of Working and encouraging others to do the same.

You will bring:
  • Experience in the definition, delivery and assurance of survey activities on large-scale infrastructure projects.
  • Knowledge of the creation and maintenance of survey control networks, geodesy and coordinate systems.
  • Experience of integrating survey information with BIM, GIS and asset information systems.
  • An understanding of design, construction and as-built survey workflows and the assurance activities that go with them.

It would also be great if you have:
  • Experience of survey activities within the railway industry.
  • Previous experience of NR/L2/RSE/02009 (Engineering Management for Projects) and/or of acting in a nominated Project Engineer role or above.
  • Knowledge of technical standards, BIM requirements and digital initiatives for Network Rail and/or National Highways.
  • A degree in Surveying, Geomatics, Geospatial Engineering, Civil Engineering or a related discipline, or equivalent experience.
  • Membership of a recognised professional body such as CICES or RICS (for example Chartered Engineering Surveyor or Chartered Surveyor), or equivalent experience.
