Environmental Professional (SME II) Position Summary The Environmental Professional (SME II) conducts Phase I Environmental Site Assessments (ESAs) and supports environmental compliance for Fee-to-Trust and other actions. This role provides reliable technical support to fill regional gaps and ensure compliance with CERCLA, OPA, and ASTM standards. Key Responsibilities Perform Phase I Environmental Site Assessments per 40 C.F.R. Part 312 and ASTM standards, including site reconnaissance, records review, and reporting. Provide recommendations on environmental liabilities and acquisition decisions to support BIA Regional Directors. Collaborate with BIA staff on interpreting All Appropriate Inquiries (AAI) regulations and coordinating with the Office of the Solicitor. Support NEPA documentation, data collection, and technical writing for environmental reviews. Maintain project tracking systems and prepare accurate, editable reports adhering to 59 IAM 5 guidelines. Participate in interdisciplinary teams, public outreach, and meetings to facilitate environmental decision-making. Required Qualifications Bachelor's Degree in Environmental Science, Engineering, or related field or equivalent experience and at least 4 years of relevant experience (per PMIECS SME II). Qualifies as an Environmental Professional under 40 C.F.R. 312.10(b). Certification or demonstrated expertise in ASTM E1527 Phase I ESA methodologies. Knowledge of CERCLA, OPA, and Fee-to-Trust processes. Ability to travel as required; valid driver's license and successful background investigation required.
