The Opportunity:

CACI is seeking a part time on-call Environmental Specialist to provide specialized regulatory and compliance support to NAVSEA Systems Commands (SYSCOM). This role focuses on air quality compliance, petroleum and tank management, and related environmental regulatory interpretation. The selected candidate will help monitor field activity compliance and support SYSCOM field activities by reviewing permits, resolving emergent compliance and environmental issues, assessing Spill Prevention, Control, and Countermeasure (SPCC) and National Fire Protection Association (NFPA) tank standards, and advising on National Emission Standards for Hazardous Air Pollutants/New Source Performance Standards (NESHAP/NSPS) requirements.

This position is ideal for an environmental professional with Clean Air Act or Petroleum, Oil, and Lubricants (POL)/tank expertise who thrives in an advisory, mission support environment.

Work 100% virtually while supporting critical SYSCOM environmental readiness needs.

Responsibilities:

• Assist with monitoring field activity compliance with Federal, state, municipal, and Navy regulations for air quality or tanks.
• Provide expert support on Clean Air Act or POL/tank compliance.
• Resolve emergent compliance issues involving Clean Air Act or POL/tank management requirements.
• Provide ad hoc regulatory interpretation and technical review of environmental permits and permit conditions.
• Assess permit condition compliance, including Title V permit applicability and marine coating compliance reviews.
• Deliver requested training, including Volatile Organic Compounds (VOC) approval analysis and emission factor determination.
• Deliver ad hoc technical training and subject matter guidance on air emissions, NESHAP/NSPS applicability, and tank compliance.
• Provide requested NESHAP and NSPS regulatory interpretation for Shipbuilding and Reciprocating Internal Combustion Engines (RICE) requirements.
• Review Authority to Construct (ATC) and Permit to Operate (PTO) applications, including new Title V applicability analysis.
• Support Inspector General (IG) audit findings for tank systems by researching secondary containment, NFPA tank labeling, SPCC plan compliance, and tank equipment requirements.
• Interpret environmental regulations and permit conditions to support operational compliance.
• Troubleshoot environmental issues in Clean Air Act media or POL/tank management.
• Support the execution of contract requirements, which may include submission of supporting data and metrics and timely completion of written reports to stakeholders, customers, and CACI leadership.
• Other duties may be assigned in support of contract taskings and mission success.

Qualifications:

Required:

• Must be a United States Citizen. Must have the ability to obtain a DOD Interim Secret security clearance prior to start and subsequent final DOD Secret security clearance.
• Experience in one of the following: environmental engineering, environmental protection, biology, general engineering, tank compliance, or Clean Air Act compliance.
• Minimum 8 years of experience in Clean Air Act or POL/tank environmental compliance. Experience as a former regulator or spill response expert is acceptable.
• Experience interpreting Federal and state environmental regulations and evaluating environmental permits.
• Ability to deliver training on air compliance topics such as VOC analysis and emission factor determination.
• Experience evaluating NESHAP/NSPS applicability and reviewing ATC/PTO permit applications.
• Ability to research and assess tank compliance requirements including SPCC, NFPA labeling, and secondary containment.
• Strong analytical and regulatory interpretation skills.
• Ability to work virtually and respond quickly to emergent environmental needs.
• Strong customer service orientation and written/verbal communication skills with the ability to respectfully engage internal and external customers at all levels in a manner that achieves successful outcomes.
• Outstanding organizational skills to efficiently manage competing priorities, multiple concurrent taskings, and firm deadlines.
• Proficiency with Microsoft 365.

Desired:

• Active DOD Secret security clearance.
• Prior military or Navy environmental experience.
• Experience supporting shipbuilding or industrial environmental compliance programs.
• Familiarity with Title V permitting, air emissions calculations, and tank/POL compliance frameworks.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$82,100-$172,400
