Evaluation Consultant – Health, Economic & Social Policy
Ipsos Public Affairs is We are recruiting an Evaluation Consultant to work across our evaluations in health, economic and social policy, managing small projects, applying a range of methods, and contributing to high quality outputs.
The role will suit someone early/mid career.
We have offices in London, Manchester & Edinburgh and welcome applications from candidates that can be based from one of these locations and able to travel to other offices for internal and client meetings.

You will have the opportunity to:
Managing small evaluation projects (less than £100k) and research strands of larger evaluations, including overseeing project finances, timetable, and client relationships.
Apply critical and evaluative thinking to your analysis and reporting, and writing clearly, coherently and logically
Analyse and triangulate quantitative and qualitative evidence with a high degree of autonomy, using tools such as Excel, SPSS, Stata and qualitative analysis techniques where appropriate.
Participate in external meetings, building relationships with clients and stakeholders, contributing to presentations and workshops.
Contribute to business development by drafting proposal sections, developing methodological approaches and co-ordinating inputs from colleagues across the business.
Use emerging technologies, including AI tools, responsibly and effectively to enhance research, analysis, reporting and project delivery.
The Role…
These are the types of things you can expect to be doing during your day to day, although as Ipsos is a dynamic organisation, this may vary as different opportunities arise:
Cleaning, integrating and analysing quantitative and qualitative data from a range of primary and secondary sources to answer complex policy and evaluation questions.
Conducting literature reviews, policy analysis and evidence assessments to understand programme contexts and support evaluation design.
Developing theories of change, logic models, research frameworks and evaluation tools.
Designing questionnaires, interview guides and other research materials for qualitative and quantitative fieldwork.
Conducting stakeholder interviews and engaging with clients and delivery partners to gather evidence and develop insights.
Drafting clear, accessible and compelling reports, presentations and other outputs for government and public sector clients.
Presenting findings and recommendations to clients, stakeholders and colleagues.
Contributing to proposals and thought leadership activities that help grow the team and showcase our expertise.
Essential Skills:
Experience delivering social and/or policy research in a consultancy, research agency, public sector, academic or related environment.
Strong understanding of qualitative and/or quantitative research methods.
Excellent written communication skills, with experience drafting reports, presentations or other client-facing outputs.
Strong project management skills, including managing deadlines, prioritising workloads and maintaining high standards of quality.
Experience building effective relationships with colleagues, clients or external stakeholders.
Good numeracy and data-handling skills, including confidence interpreting evidence.
Degree-level qualification, or equivalent professional experience, in a relevant discipline.
Desirable skills:
Experience working on evaluations of public policies, programmes or services.
Knowledge of the education, skills, digital, transport, planning, manufacturing or innovation policy space
Experience using statistical or qualitative analysis software such as SPSS, Stata, R or NVivo.
Experience contributing to bids, proposals or business development activities.
Experience presenting findings to clients, stakeholders or senior audiences.
