As a part of Gas Engineering, the Gas Transmission Engineering and Design group (GTED) focuses on providing the technical direction and design of gas transmission pipeline and facility projects, and supporting the execution of the work in the field. The group also provides technical review and approval of project documentation post construction to ensure company records are updated accurately and reflect the scope of work performed. The Materials Management team within GTED is responsible for supporting project material needs, and ensuring traceable, verifiable, and complete (TVC) records are available for the materials we install per federal code requirements. Position Summary This Expert Gas Program Manager position provides strategic leadership and oversight for materials traceability and materials management within PG&E’s Gas Engineering team, supporting both transmission and distribution systems. This role is responsible for ensuring that all gas-related materials are fully traceable, compliant, and aligned with federal, state, and corporate regulatory requirements. This position operates at the intersection of engineering, supply chain, quality, and field execution, driving enterprise-wide process improvements, strengthening data governance, and ensuring audit readiness. The role also plays a key part in advancing material lifecycle management, improving project visibility, and delivering measurable cost and operational efficiencies. Key Job Duties: Materials Traceability & Regulatory Compliance • Lead centralized intake and resolution of material traceability inquiries supporting gas transmission and distribution projects. • Conduct advanced research and documentation retrieval across SAP, vendor databases, and internal systems to validate traceability in accordance with PHMSA and PG&E standards. • Ensure all materials are traceable, verifiable, complete, and auditable, supporting safe field execution and public safety. • Partner with Supplier Quality Assurance (SQA), Supplier Quality Engineering (SQE), manufacturers, and vendors to resolve documentation gaps and validate material quality. • Drive enhancements to traceability processes, including SAP data entry, logging, and validation controls to improve accuracy and audit readiness. • Support and lead regulatory audit responses, including CPUC and PHMSA-related initiatives. Materials Management & Process Controls • Lead development and implementation of materials management processes, including material ordering workflows, BOM standardization, and SAP data governance. • Oversee material tracking systems to provide end-to-end visibility into material status, shortages, and project readiness. • Manage inventory lifecycle activities, including reallocation of surplus materials, resolution of aged inventory, and optimization of material utilization. • Establish and manage centralized materials intake processes to ensure consistent tracking, accountability, and responsiveness. • Partner with planning and supply chain teams to proactively mitigate material-related schedule risks. Cross-Functional Leadership & Strategy • Serve as a key liaison across Gas Engineering, Gas Strategy Execution, GIS Mapping, Asset Knowledge Management, Standards Engineering, Warehouse Operations, and external partners. • Lead cross-functional initiatives to resolve systemic data gaps, improve standards, and align processes across organizations. • Facilitate stakeholder engagement, drive decision-making, and secure approvals for process and documentation changes. • Contribute to the development and scaling of the Materials Management function, including process design, training, and operational readiness. Performance Management & Reporting • Develop and maintain performance metrics and dashboards (e.g., Power BI) to monitor operational efficiency, compliance, and data quality. • Track and report key performance indicators such as resolution cycle time, traceability accuracy, and material availability. • Present insights and recommendations to leadership to support data-driven decision-making and continuous improvement. Training & Capability Development • Develop job aids, process documentation, and training materials to support field teams and new hires. • Provide guidance to field personnel on traceability processes, documentation requirements, and system navigation. • Promote consistent adoption of PG&E standards and best practices across all stakeholder groups. Key Impacts and Outcomes:  Ensures timely resolution of traceability inquiries with no impact to field execution or project schedules.  Strengthens compliance and audit readiness across Gas Operations through improved documentation and validation processes.  Leads remediation of complex material data gaps, including large-scale reconciliation of legacy and missing records.  Drives significant cost savings through inventory optimization, material reallocation, and avoidance of redundant procurement.  Enhances enterprise-wide data integrity, improving forecasting, planning accuracy, and operational execution.  Supports the successful development and scaling of Materials Management capabilities within PG&E. Position may lead work teams or groups, but has no official direct reports. Position will require approximately 25% of travel time in work schedule. This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon currently, but eventually employees will likely be transferred to Pleasanton office). PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. A reasonable salary range is: Bay Area Minimum: $126,000 Bay Area Maximum: $200,000 This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. Job Responsibilities • Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams. • May design and develop new programs under a larger umbrella of goals and initiatives. • Manages programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals. • Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. May supports divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentation to leaders regarding the program progress toward goals. • Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval. • Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges. • Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved. • Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost. • May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals. • Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support. • May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control. • Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program. • Ensures regulatory compliance with the program. • Provide leadership or work direction to lower-level peers.
