DEPARTMENT OF INSURANCE AND FINANCIAL INSTITUTIONS The Department of Insurance and Financial Institutions licenses, monitors, investigates, examines, and ensures the safety and soundness of, regulated entities. The Department also helps resolve consumer complaints against financial-services and insurance entities; takes action in response to violations of law; encourages competition, innovation, and economic development; collects taxes and assessments that support State government operations; combats auto theft and insurance fraud through public awareness campaigns, and funding for law enforcement and dedicated prosecutors. Our mission is to help Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws and by providing information and assistance and to combat vehicle theft. FINANCIAL AFFAIRS ASSISTANT DIRECTOR **This position is primarily remote with some in-office requirements** Job Location: 100 North 15th Avenue Phoenix, Arizona 85007 Posting Details: Annual Salary Range: $112,000 - $129,000 Depending on Experience Grade: E2 This position will remain open until business needs are met Job Summary: Through subordinate supervisors, directs the Insurance Financial Affairs Division, comprised of the Financial Compliance Section, Financial Analysis Section, Financial Examiner Section and Captive Section. Work includes developing and implementing through subordinate managers program mission, goals, objectives, performance measurements, rules, policies, procedures and systems; developing and advocating agency policy concerning consumer protection and solvency oversight; coordinating regulatory efforts with other Insurance Department divisions, other state and federal agencies, other state insurance departments, law enforcement agencies, providing consultation to the director, deputy director, and agency personnel; providing guidance and assistance to staff concerning compliance with regulatory filings and solvency oversight; maintaining compliance with NAIC Accreditation; responding to inquiries from the Governor's Office, legislature, National Association of Insurance Commissioners, other Arizona state agencies, and other state insurance department; and, participating in committees, task forces, working groups, advisory group as appointed by the director. Job Duties: • Communicate verbally and in writing with interested persons, industry, and regulators regarding license applications, business plans, financial oversight and other regulatory filings; recommend administrative actions for insurers that do not comply with standards and requirements prescribed by law. Maintain NAIC Accreditation standards • Oversight and assist in completion of Accreditation material; assist in legislative proposals; produce periodic and ad hoc reports on financial condition and regulation of insurers; respond to information requests from the director, deputy director, or other state insurance departments and other federal or state agencies • Summarize and communicate results of regulatory oversight of domestic insurers to the director, deputy director (DD) and, as appropriate, to agency staff; participate in regularly scheduled staff meetings; perform staff evaluations and succession planning; participate, as needed, in Guaranty Fund meetings • Enforce consumer protection and solvency oversight. Oversee compliance(licensing), analysis, and examination of domestic and foreign insurers, including captive and other specialty insurers, as applicable • Coordinates regulatory efforts with other insurance regulators; participates in national regulatory and industry meetings, committees, task forces and working groups • Develop performance measures, automated systems, policies, procedures and forms, to efficiently and effectively monitor insurer solvency and regulatory compliance • Develop, implement, assist, and monitor through subordinate supervisors program mission, goals and objectives • Other duties as assigned as related to the position Knowledge, Skills & Abilities (KSAs): Knowledge: • Knowledge of laws, rules, standards, policies, and procedures in regulatory financial oversight of insurers • Knowledge of supervising, coaching, leading, motivating, training and assisting professional employees Skills: • Skills in reading, typing, ten-keying, alphabetizing, organizing information numerically and the use of standard office equipment • Skills in computerized word processing, spreadsheets, database and auditing software and applications • Establish and maintain effective relationships under the most contentious or disputatious situations • Skills in research, analysis, synthesize, compile and effectively report on complex financial data • Evaluate difficult, conflicting issues and situations, and adopt an effective course of action • Skills in diplomatically, clearly and effectively communicate verbally and in writing • Analyze complex data and drawing valid conclusions • Business and diplomatic skills • Resolve complex problems Ability: • Ability to effectively plan, assign, coordinate, monitor and evaluate activities of others to ensure activities lead to achievement of organizational goals • Ability to plan, analyze and write cogent policies, procedures and guidelines that, when used, lead to achievement of organizational goals • Ability to detect trends, conditions and practices that might affect the financial condition of a insurance company • Ability to analyze situations and information accurately and to adopt appropriate course of action • Ability to examine complex financial data and draw logical conclusions • Ability to apply laws and standards appropriately when evaluating data • Effectively direct large, multifarious operations and projects • Organize and prioritize multiple complex projects Licenses / Certifications: • Certified Financial Examiner(CFE) and/or Certified Public Accountant(CPA) with a minimum of 10 years of regulatory insurance experience Benefits: The State of Arizona offers a comprehensive benefits package to include: • Optional employee benefits include short-term disability insurance, deferred compensation plans, and supplemental life insurance • Life insurance and long-term disability insurance • Vacation plus 10 paid holidays per year • Health and dental insurance • Retirement plan • Sick leave For a complete list of benefits provided by The State of Arizona, please visit our benefits page Retirement : • Positions in this classification participate in the Arizona State Retirement System (ASRS) • Please note that enrollment eligibility will become effective after 27 weeks of employment Contact Us: • If you have any questions please feel free to contact Kathy Schmidt at [email protected]
