The Department of Economic Security, Financial Services Administration (FSA), is seeking an experienced, analytical, and detail-oriented Financial Analyst 2. In this role, you will hold primary responsibility for financial forecasting, variance analysis, federal reporting, and fiscal monitoring across high-profile agency programs.

As a core member of the team, you will prepare advanced fiscal reports, analyze complex spending trends, evaluate the fiscal impact of proposed legislation, and execute critical cost-benefit and break-even analyses. Additionally, you will serve as the primary financial liaison between FSA and programmatic leadership, collaborating closely with key external stakeholders including the Governor’s Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• ​Financial Consultation & Liaison: Act as the single point of contact between FSA and assigned program divisions, providing expert guidance, customer support, and strategic fiscal consultation.
​• Trend Analysis & Forecasting: Research, monitor, and analyze expenditure and revenue trends to report fiscal health and generate accurate short- and long-term forecasts with minimal supervision.
• ​Fiscal Transactions & Budget Adjustments: Determine funding requirements, initiate fund transfers, drawdowns, journal vouchers, and expenditure corrections, and manage expense budget loads and appropriation modifications.
• ​Policy & Legislative Impact Analyses: Review, research, and evaluate pending state and federal legislation, policy updates, and funding adjustments to determine fiscal and operational impacts.
​• Reporting & Collaboration: Prepare in-depth cost-benefit analyses, maintain historical funding records and caseload data, and partner across divisions in problem-solving sessions and strategic initiatives.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• ​Governmental accounting standards, fiscal principles, and state/federal budget processes.
​• Principles and practices of public business administration, organizational finance, and budgetary control.
• ​Statistical and financial analysis theories, forecasting methodologies, and formal reporting techniques.
​Skills in:
​• Advanced oral and written communication, including translating complex fiscal concepts for diverse audiences.
• ​Initiating and processing expenditure corrections, journal vouchers, and budget transfers.
​• Utilizing enterprise financial software, ERP systems, and advanced spreadsheet tools for financial modeling.
​• Time management, process optimization, and critical problem solving.
​Ability to:
• ​Synthesize, evaluate, and interpret large volumes of financial data accurately and prioritize multiple high-priority deliverables.
• ​Formulate viable, data-driven solutions to fiscal challenges with minimal oversight.
• ​Establish and maintain effective, collaborative working relationships with internal teams, leadership, and external oversight agencies.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelor’s degree in Accounting, Finance, Economics, or Business Administration (with a concentration in Accounting, Finance, or Economics) from an accredited college or university.
​• 1-5 years of demonstrated experience with governmental accounting, state budget systems, and federal grant reporting is highly preferred.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
