Financial Controller
Luxembourg
Hybrid: up to 2 remote working days weekly
We are looking for a Financial Controller to take ownership of the finance function for the Luxembourg entity and its branches. You will be the senior finance lead on the ground in Luxembourg, reporting to the Group CFO and acting as a key partner to the Luxembourg Authorised managers.
This is a hands-on role with real scope. As the entity grows, we expect the successful candidate to step up to Head of Finance for 3S Money Luxembourg.

Key responsibilities
Regulatory and prudential
- Ensure the entity meets all financial regulatory requirements under Luxembourg law and CSSF rules, including own funds and capital adequacy, safeguarding of client funds and liquidity monitoring.
- Own the preparation, review and timely submission of CSSF periodic reporting and other regulatory returns.
- Monitor the entity's prudential position and flag any emerging risks to management early.
- Support regulatory engagement, including responses to CSSF information requests, and work with host-state supervisors on branch matters where needed.
Financial control and reporting
- Lead control and oversight of the finance function for Luxembourg and its branches, including reconciliations (bank, safeguarding, client funds and intercompany), month-end close and balance sheet integrity.
- Prepare monthly management accounts and financial reporting for the entity, and group reporting packs for consolidation.
- Prepare the annual financial statements under Luxembourg GAAP and manage statutory filings.
- Define, monitor and report KPIs and KRIs for the entity, and present them to the Luxembourg CEO, the board and group finance.
Planning and cash
- Own the annual budget and forecasts for the entity, with ongoing budget monitoring and variance analysis.
- Prepare cash flow forecasts and manage the entity's own (non-client) liquidity.
- Provide financial analysis and business cases to support new products, markets and projects.
Tax, payroll and spend control
- Oversee spend management and payment controls, including approval workflows and segregation of duties.
- Ensure correct and timely tax compliance for Luxembourg and the branches, including corporate tax, VAT, payroll tax and social security, working with external advisers as needed.
- Oversee coordination with outsourced payroll providers in each jurisdiction, ensuring accuracy and compliance.
- Support intercompany and transfer pricing matters with group finance.
Audit, governance and controls
- Act as the main point of contact for the external auditor and support internal audit reviews.
- Ensure internal procedures, policies and controls are documented, followed and kept up to date in line with regulatory requirements.
- Drive continuous improvement of finance processes, systems and automation.
Leadership and partnership
- Work closely with the Luxembourg Management on strategic and operational projects.
- Partner with compliance, risk, operations and group finance colleagues across the 3S Money group.
- Support, and over time build and lead, a finance team for the Luxembourg entity and its branches.
About you, you have:
- A recognised accounting qualification (e.g. ACCA, ACA, CPA, or equivalent).
- At least 6to 8 years of experience in finance, ideally including time in audit with a Big 4 or similar firm and in a finance role at a regulated financial services firm.
- Experience with CSSF regulatory reporting, ideally for a payment institution, EMI, bank or investment firm.
- A solid understanding of prudential requirements, including own funds, capital adequacy and safeguarding.
- Strong knowledge of Luxembourg GAAP and Luxembourg tax, VAT and social security, with exposure to branch structures or cross-border operations.
- Experience preparing statutory accounts and leading audits from the client side.
- A strong control mindset: you are detail-oriented, organised and comfortable owning deadlines.
- The ability to explain financial and regulatory matters clearly to non-finance colleagues, management and the board.
- A hands-on approach and the drive to grow into a Head of Finance role, with the ambition to build a team.
- Fluency in English. French is highly desirable, and Dutch, German or Luxembourgish would be a plus.
