Key Responsibilities
The Utah Department of Health and Human Services (DHHS) is seeking a dynamic, detail-oriented Financial Manager I to join our Division of Finance & Administration team. Serving as a key financial supervisor, this pivotal role provides direct oversight of financial operations, fiscal forecasting, and key contract management processes.
Position Overview
This position is housed within the Division of Finance and Administration (DFA) and is dedicated to providing strategic financial oversight and operational support to Correctional Health Services (CHS).
In this role, you will play a key part in contract management—collaborating closely with subject matter experts (SMEs) to draft scopes of work, establishing contract budgets, and scoring Request for Proposal (RFP) bids. Additionally, you will lead budget submissions, monitor complex expenditure trends, and ensure compliant fiscal stewardship across correctional health programs.
You will serve as a strategic partner in budgeting, financial forecasting, federal funds tracking and analysis, responding to legislative requests, present and defend practices, interpret reports and fiscal information; resolve, reconcile, and adjust for conditions; manage the development, modification, or enhancement of appropriate fiscal procedures and practices; develop and interpret financial reports; research financial problem areas; and exercise decision making in recording and analyzing financial data.

Financial Analysis, Budgeting & Forecasting
- Generating, analyzing, and presenting fiscal budget forecasts, as well as reviewing division-wide forecasts.
- Leading financial forecasting, federal funds tracking, and expenditure/revenue analysis.
- Analyzing, summarizing, and reviewing financial data, reporting findings, interpreting results, and making strategic recommendations.
- Developing budgets, including fund allocation, revenue collection, budget projections, and expenditure tracking.
- Collaborating with subject matter experts (SMEs) to draft detailed Scopes of Work (SOWs).
- Evaluating and scoring Request for Proposal (RFP) bid submissions.
- Establishing baseline contract budgets and managing ongoing fiscal compliance and vendor billing reconciliations.
Leadership & Team Supervision
- Managing and supervising fiscal staff, including recruitment, hiring recommendations, workload determination, and delegation.
- Conducting staff training, monitoring and evaluating performance, and initiating corrective or disciplinary actions (up to terminations) when necessary.
- Inter-Agency Collaboration & Communication
- Coordinating with department staff, executive leadership, legislative staff, and the Governor’s Office on budget needs, changes, and trend forecasting.
- Preparing, coordinating, and reviewing responses to internal and external inquiries, including legislative requests.
- Presenting and defending financial practices, data integrity, and fiscal reports.
- Fiscal Operations, Governance & Projects
- Performing complex reviews of financial transactions and programs to ensure compliance with applicable state and federal regulations.
- Managing the development, modification, or enhancement of appropriate fiscal procedures, rules, standards, and practices.
- Creatively adapting state financial systems or designing agency-unique accounting systems to interface with state systems to meet specialized accounting needs.
- Managing special or highly specialized fiscal projects (e.g., internal service fund reviews, report development, and financial audit support).
- Researching and resolving difficult or unusual accounting problems and financial problem areas.

Minimum Required Qualifications:
- Demonstrated work experience in financial analysis, budgeting, and forecasting.
- Advanced expertise in financial systems and spreadsheet applications, particularly Excel and Google Sheets, to manage and analyze data efficiently.
- Strong analytical, problem-solving, and organizational capabilities to manage complex workflows and maintain accurate records.
- Excellent written and verbal communication and interpersonal skills to foster collaboration and provide clear guidance to other divisions.
- A meticulous approach to work, ensuring accuracy in all aspects of financial management and reporting.
- Prior supervisory experience managing staff, delegating workload, and overseeing performance evaluation processes.
- Ability to work independently with minimal direction while collaborating effectively across multi-disciplinary teams.
- Demonstrated experience in team supervision, workload management, delegation, and performance management.
- Experienced in team supervision, with a strong track record in hiring, workload distribution, delegation, training, performance reviews, and disciplinary procedures.
Preferred Qualifications:
- Three or more years of professional accounting or financial analysis experience.
- Demonstrated experience in state or local government financial management, including familiarity with public-sector processes, regulations, and contract administration.
- Demonstrated experience with complex forecasting and/or forecast analysis of public sector revenues and expenditures.
- Hands-on experience developing contract budgets, drafting scopes of work, and evaluating bid proposals.
- Preference may be given to applicants with a bachelor's or advanced degree in accounting, finance, business administration, or a related field.
Supplemental Information
- Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
- Hybrid Schedule: This position currently offers a hybrid schedule with 2 days required in-office and 3 days remote per week. Position eligibility for remote work is established by agency management and subject to change based on operational needs.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
