The Foreign Military Sales (FMS) Financial Management Analyst provides financial management and analytical support to a Department of Defense program office, with a focus on FMS financial operations and cradle-to-grave budget execution. This role supports commitments, obligations, expenditures, funds tracking, reconciliation, audit activities, and FMS case analysis.
The analyst will assist with drafting and executing funding documents, including Target Load Sheets (TLSs), MIPRs, Air Force Form 9 Purchase Requests, MORDs, travel orders, and Lines of Accounting. The role also supports FMS financial activities such as Letters of Offer and Acceptance (LOAs), funding authorities, 8242 case analysis, and the FMS Resource Allocation process. The analyst will leverage DoD financial, acquisition, and FMS systems to research financial data, resolve discrepancies, maintain accurate documentation, and provide timely financial reporting and analysis to program leadership.

Baseline understanding of Foreign Military Sales (FMS) financial operations, including Letters of Offer and Acceptance (LOAs), Obligation Authority, Contract Authority, Expenditure Authority, and case closure.
Experience supporting cradle-to-grave budget execution, including commitments, obligations, expenditures, funds tracking, and reconciliation.
Experience drafting and executing funding documents, including Target Load Sheets (TLSs), MIPRs, Air Force Form 9 Purchase Requests, MORDs, and travel orders.
Experience drafting and executing Lines of Accounting (LOAs) and supporting financial documentation.
Experience supporting 8242 FMS case analysis, data visualization, financial reporting, and audit activities, including reconciliation of unobligated and unliquidated funds.
Familiarity with the FMS Resource Allocation (FRA) process.
Knowledge and experience with DoD financial, FMS, and acquisition systems, including CCARS, CRIS, CMCS, DSAMS, SCIP, ADVANA, AFM, SDW, WAWF, EDA, GAFS/BQ, DTIM, Navy ERP, PIEE, and G-Invoicing.
Strong analytical and research skills with the ability to collect, analyze, document, and distill financial data.
Ability to prepare financial documentation, reports, data visualizations, briefings, and business presentations.
Desired Skills:
Experience supporting DoD program offices, acquisition programs, or Joint Program Offices.
Working knowledge of FMS case lifecycle management and financial processes.
Experience researching and resolving discrepancies across multiple DoD financial and FMS systems.
Understanding of DoD financial management, appropriations, budget execution, and audit readiness requirements.
Strong written and verbal communication skills with the ability to communicate financial information to program leadership and stakeholders.
