TERMS OF REFERENCE FOR THE RECRUITMENT OF A CONSULTANT TO DEVELOP INNOVATIVE TOOLS TO STRENGTHEN GENDER MAINSTREAMING PROCESSES IN DRM AND IN THE AGRICULTURE SECTOR IN RWANDA

1. CONTEXT
A gender analysis in DRM and in the Agriculture sector was conducted in Rwanda from April to October 2025. The analysis provided an in depth understanding and appreciation of socio-economic, cultural and religious issues affecting women and men, and other vulnerable groups, and the structural inequalities that undermine the preparedness to disasters among women/men, that for example create more vulnerabilities to women during times of disaster and in the Agriculture sector.


Subsequently, a report and the gender action plan were produced and validated by members of ARC Technical Working Group in Rwanda in October 2025.


The Gender Action Plan (GAP) accompanied the Gender Analysis in Disaster Risk Management (DRM) and Agriculture and providing a practical, results-oriented framework for strengthening gender-responsive and gender-transformative approaches across national, district, and community DRM and agricultural systems. The proposed GAP operationalizes the evidence, gaps, and recommendations identified in the Gender Analysis report, translating them into targeted actions for government institutions, development partners, and community-level actors.


The GAP responded to persistent gender inequalities, such as unequal access to land, inputs, early warning information, financial services, and leadership spaces, that limit women’s resilience and adaptive capacity in the face of disasters. It also builds on Rwanda’s strong commitments to gender equality, including the Constitution, the National Gender Policy (2021), and the DRM Policy (2023).


2. DESCRIPTION OF THE ASSIGNMENT
The validation of the gender analysis report and the ensuing gender action plan were the first steps towards gender integration in DRM and in the Agriculture sector in Rwanda.


The Gender Analysis demonstrated multiple gendered vulnerabilities that undermine resilience within agriculture and DRM systems, including: Women’s heavy unpaid care and agricultural labour burdens. , limited access to productive resources (land, credit, CSA inputs), unequal access to Early Warning Systems (EWS) and climate information, under-representation of women in DRM committees and agricultural governance structures, absence of systematic sex-, age-, and disability-disaggregated data (SADD), weak integration of gender into DRM planning, budgeting, and implementation, etc.


These limitations diminish the effectiveness of disaster preparedness, mitigation, and recovery. Strengthening gender responsiveness is therefore not only a matter of equity but also a prerequisite for building resilient agricultural livelihoods and community DRM systems.


The GAP was developed to address these gaps and provide a coherent, actionable, and measurable plan for achieving gender-transformative outcomes in the DRM-Agriculture nexus.


The validation of the report and the Gender action plan were the first steps towards integration gender into the DRM and agriculture sectors in Rwanda.


The next steps would consist of:
• Developing a training manual on gender integration in DRM and the agriculture which will be to train the technical working group, DRM experts, key stakeholders and partners;
• Developing a policy brief for purpose of influencing gender transformative policy decision and actions in DRM and the Agriculture sector;
• Developing advocacy materials for the purpose of advocacy in Rwanda and other member states.
• Facilitating the Training of Trainers workshop.
• Facilitating the policy dialogue.


However, due to funding issues, the above activities were not held. To fill this gap, the gender division of the Africa Risk Capacity would love to hire a consultant who will complete the assignment that will focus on developing innovative tools to strengthen gender mainstreaming processed in disaster risk management and in the agriculture sector in Rwanda, through the following deliverables:

a) To draft a Gender and DRM training manual that will be used to train the TWG and other stakeholders
b) To draft a policy brief, summarising the recommendations of the Gender analysis
c) Do develop advocacy material that will be used in Rwanda and other ARC member states.
d) Facilitate the training of trainers and lead the establishment of the training of trainers’ network
e) Facilitate the policy dialogue and donors’ roundtable.

3. KEY DELIVERABLES


Development and publication of Gender and DRM Training Manual: The manual will be used to train members of the technical working group, for the training of trainers and other stakeholders.
Development and Publication of policy brief: The Policy brief will make a summary of key recommendations from the gender analysis and make policy recommendations.
Development and Publication of advocacy materials: to be used for sensitisation on gender mainstreaming in DRM in Rwanda and in other member states.
Facilitation of Training of Trainers: Training the Technical working group, establish the training of trainer’s network and to establish the gender, advocacy, and communication group within the technical working group
Facilitation of Policy Dialogue and Donors’ roundtable:The policy dialogue takes place at the end of the training of trainers where key government departments, led by the gender ministry, development partners civil society organisations, with the objective to present the policy brief and to discuss the establishment of the gender transformative fund.


4. DURATION OF THE CONSULTANCY AND DESCRIPTION OF TASKS
The consultation will be carried out for 23 working days on a three (3) months period, covering the months of October to December 2026.

5. DUTY STATION, RELOCATION AND INSTITUTIONAL ARRANGEMENT

Duty Station: Rwanda, locally recruited

Institutional arrangement
• The Consultant will have access to the relevant information necessary for the performance of the tasks within the framework of this mission.
• The consultant will be responsible for providing their own workstation (i.e. laptop, Internet, telephone, scanner/printer, etc.) and must have access to a reliable Internet connection;
• The consultant must be available for consultations and be in reliable contact by e-mail for a defined number of hours that corresponds to the working hours of the Government or the African Risk Capacity
• The Consultant will carry out his/her tasks under the direct supervision of the Gender Unit and the General Direction of the Head of Country Engagement of the ARC Programme in the Rwanda.

6. DESIRED EXPERIENCES AND EDUCATION

• Extensive experience in research and analysis in the field of gender equality and at least in one other related theme, including disaster risk management, climate change reduction and/or environmental adaptation and/or sustainable development.
• Good understanding of the links between DRM and gender issues.
• Experience or knowledge of the work of the United Nations system and/or other multilateral, bilateral and civil society development partners.
• Excellent analytical, writing and communication skills.
• Master's degree in one of the related fields: gender, CRM, climate change, environmental science, sustainable development or comparable university degrees.
• At least ten (10) years of progressively advanced and relevant professional experience at the international and national level in gender mainstreaming in development projects and policies; in the development of manuals and training materials for gender mainstreaming on at least one other related theme, including the DRM, the environment and/or sustainable development.
