Le ou la Gestionnaire régional(e) SS agit à titre de principal(e) expert(e) en santé, sécurité et conformité réglementaire pour les opérations sous sa responsabilité. Cette personne veille à l'application des politiques, programmes et exigences réglementaires de GFL tout en favorisant une culture proactive en matière de santé, sécurité et gestion des risques. Le titulaire du poste collabore étroitement avec les équipes opérationnelles afin de réduire les risques, assurer la conformité réglementaire et promouvoir l’amélioration continue des performances en matière de santé et de sécurité.

Principales responsabilités
Santé, sécurité et conformité
Collaborer étroitement avec les équipes des opérations afin d’assurer l’application efficace des programmes Santé et Sécurité (ESS) de l’entreprise.
Effectuer des évaluations régulières des installations afin de garantir leur conformité aux exigences réglementaires, aux permis d’exploitation et aux politiques internes de l’entreprise.
Réaliser des audits planifiés et aléatoires au moyen du système SEMS (Enablon) et fournir des recommandations aux équipes opérationnelles.
Travailler avec les opérations et l’équipe de conformité des permis afin de corriger tout écart ou problème identifié.
Soutenir les opérations dans la gestion des incidents, incluant la collecte de données, l’analyse des causes fondamentales, l’identification de mesures correctives et le suivi jusqu’à leur mise en œuvre complète.
Favoriser l’amélioration continue des pratiques de gestion des risques afin de réduire la fréquence des accidents, des blessures et des incidents.
Assurer le suivi et la communication des indicateurs de performance (KPI) liés à la santé, à la sécurité.
Collaborer avec les autres départements SS et les fonctions de soutien afin de contribuer à l’amélioration des programmes de sécurité, du matériel de formation, des meilleures pratiques et des procédures de travail.
Agir à titre d’expert(e)-conseil régional(e) en SS en collaboration avec l’équipe corporative ESS.
Participer à l’intégration des nouvelles acquisitions en ce qui concerne les exigences et programmes ESS.
Maintenir une connaissance approfondie des réglementations, normes et politiques de l’entreprise en matière de santé et sécurité.

Transport
Veiller à la tenue à jour des dossiers dans le système SEMS, incluant les réunions de sécurité, les registres réglementaires, les inspections de véhicules et les documents de conformité.
Réaliser des observations sur le terrain dans différents environnements : lieux d’enfouissement, inspections en cabine, vérifications préalables et subséquentes aux trajets ainsi que des observations aléatoires.
Soutenir les opérations afin d’assurer la formation adéquate des nouveaux chauffeurs et le suivi des activités de formation dans SEMS.

Qualifications et compétences
Baccalauréat en santé et sécurité, environnement, gestion ESS ou domaine connexe, ou combinaison équivalente de formation et d’expérience.
Minimum de quatre (4) années d’expérience en conformité environnementale, santé et sécurité.
Excellente connaissance de la réglementation en santé et sécurité au travail et bonne connaissance des exigences liées au transport et à l’environnement.
Excellentes compétences organisationnelles et capacité à respecter des échéanciers serrés.
Maîtrise avancée de la suite Microsoft Office (Excel, Word, Outlook).
Capacité à gérer simultanément plusieurs projets et priorités dans un environnement dynamique.
Solides aptitudes en résolution de problèmes et en amélioration continue.
Capacité à élaborer et à mettre en œuvre des processus et des procédures.
Rapidité d’apprentissage et grande capacité d’adaptation à l’évolution constante des priorités.
Sens élevé de l’intégrité et respect absolu de la confidentialité.
Excellentes habiletés interpersonnelles, de communication écrite et verbale ainsi que de présentation.
Capacité à interagir efficacement avec tous les niveaux de l’organisation.
Aptitude à gérer plusieurs projets tout en atteignant les objectifs établis.

Conditions de travail
Travail en environnement de bureau environ 60 % du temps.
Déplacements fréquents sur les sites opérationnels, centres de transfert, installations de recyclage, lieux d’enfouissement et autres installations de l’entreprise.
Exposition occasionnelle à des niveaux de bruit élevés, aux intempéries, aux équipements mécaniques en mouvement, aux vibrations, aux produits chimiques et aux particules en suspension.
Possibilité de débuts de journée tôt le matin selon les besoins opérationnels.
Déplacements régionaux réguliers requis.

The Role
The Regional Health and Safety Manager acts as the lead expert in health,
safety and regulatory compliance for the operations under their responsibility. This person ensures that GFL’s policies, programs and regulatory requirements are implemented whilst promoting a proactive culture of health, safety and risk management. The incumbent works closely with operational teams to reduce
risks, ensure regulatory compliance and promote continuous improvement in
environmental, health and safety performance.

Key Responsibilities
Health, Safety and Compliance
Work closely with operational teams to ensure the effective implementation of
the company’s Health and Safety (ESS) programmes.
Carry out regular assessments of facilities to ensure they comply with
regulatory requirements, operating licenses and the company’s internal policies.

Carry out scheduled and random audits using the SEMS (Enablon) system and provide recommendations to operational teams.
Work with operations and the permit compliance team to rectify any non-conformities or issues identified.
Support operations in incident management, including data collection, root cause analysis, the identification of corrective actions and follow-up until their full implementation.
Promote the continuous improvement of risk management practices to reduce the frequency of accidents, injuries and incidents.
Monitor and report on key performance indicators (KPIs) relating to health and
safety.
Collaborate with other HSE departments and support functions to contribute to
the improvement of safety programmes, training materials, best practices and
work procedures.
Act as a regional HSE consultant in collaboration with the corporate HSE team.
Participate in the integration of new acquisitions with regard to HSE requirements and programmes.
Maintain in-depth knowledge of regulations, standards and company policies
relating to health and safety.


Transport
Ensure that records in the SEMS system are kept up to date, including safety meetings, regulatory registers, vehicle inspections and compliance documents.
Carry out on-site observations in various environments: landfill sites,
cab inspections, pre- and post-journey checks, as well as random checks.
Support operations to ensure the proper training of new drivers and the monitoring of training activities in SEMS.

Qualifications and skills
A bachelor’s degree in health and safety, the environment, HSE management or a related field, or an equivalent combination of education and experience.
A minimum of four (4) years’ experience in environmental, health and safety compliance.
Excellent knowledge of occupational health and safety regulations and good knowledge of transport and environmental requirements.
Excellent organisational skills and the ability to meet tight deadlines.
Advanced proficiency in the Microsoft Office suite (Excel, Word, Outlook).
Ability to manage multiple projects and priorities simultaneously in a dynamic environment.
Strong problem-solving and continuous improvement skills.
Ability to develop and implement processes and procedures.
Quick learner with a strong ability to adapt to constantly changing priorities.
High sense of integrity and absolute respect for confidentiality.
Excellent interpersonal, written and verbal communication, and
presentation skills.
Ability to interact effectively with all levels of the organisation.
Ability to manage multiple projects whilst meeting established objectives.


Working conditions
Work in an office environment approximately 60 % of the time.
Frequent travel to operational sites, transfer centres, recycling facilities,
landfills and other company sites.
Occasional exposure to high noise levels, adverse weather conditions,
moving mechanical equipment, vibrations, chemicals and airborne particles.
May be required to start work early in the morning depending on operational needs.
Regular regional travel required.
