About Us

The Public Utilities Commission’s Emergency Services Communication is responsible for the implementation and management of Maine’s Next Generation 9-1-1 (NG9-1-1) system. GIS is the foundation upon which NG9‑1‑1 location and call routing services are built.


The Role

The Public Utilities Commission Emergency Services Communication Bureau is seeking a GIS Coordinator to support and maintain the GIS layers that are required by the NG9-1-1 system within the State of Maine. This position works with Municipal and/or County Addressing Officers to ensure the addresses, roads, and responder layers are up to date and accurate. This position is also responsible for providing training for the online maintenance request system, and Maine’s 9-1-1 addressing procedures.


Key Responsibilities: (including but not limited to)

  • Updating the accuracy of roads and addresses using aerial photography and GPS collection.
  • Performs Quality Assurance/Quality Control on the 9-1-1 GIS layers.
  • Consults with and advises various state, county and municipal officials on standards related to road naming and property numbering. Provides GIS application and addressing standards training for Addressing officers to obtain maximum participation.
  • Provides outreach to other private and governmental entities on the use of 9-1-1 GIS layers. Also, seeks out new data sources from private and governmental entities.

This opportunity to join the ESCB team as a GIS Coordinator will enable you to leverage your experience and knowledge of GIS as part of an experienced 9-1-1 GIS team in Maine’s efforts to ensure precise location information, accurate emergency call routing, and efficient response navigation to get the right help to the right place when your fellow Mainers and visitors need it most. This role blends technology, analysis, and real-world impact as you work alongside other GIS professionals and 9-1-1 trainers and analysts to make the system work reliably and efficiently.

Who We're Looking For

Minimum Qualifications:

A three (3) year combination of education, training, and/or experience directly related to the operation, development, and/or maintenance of GIS systems. The following skills and traits are equally necessary:

· Knowledge of Esri products like ArcGIS Pro, ArcGIS Online and ArcGIS Enterprise Portal.

· Knowledge of resource analysis and sources of mapped and tabular data.

· Knowledge of relational database management systems and concepts.

· Knowledge of spatial analysis quality requirements.

· Knowledge of mapping reference and coordinate systems.

· Knowledge of design and operation of GIS.

· Knowledge of computer operating systems.

· Ability to transfer data from maps and other media by digitizing.

· Ability to communicate effectively.

· Ability to write clearly and effectively.

· Ability to organize, coordinate, and schedule computer and equipment use.

· Ability to interpret aerial photographs.

· Ability to establish and maintain effective working relationships.

· Valid Class C driver’s license

· Physical ability to drive or ride in a vehicle for up to 8 hours per day
