*This job is remote, so employees don't have to be located in the Netherlands. We are open to candidates living elsewhere. Preferably in Europe. International travel will occasionally be required.


The Opportunity

We are seeking an experienced International Global Mobility Manager to lead the compliant mobilisation of workers across multiple countries for construction, infrastructure, energy and data centre projects.


This role manages the end-to-end deployment of international workforces, helping clients navigate immigration, employment, payroll, tax, social security and labour compliance while maintaining the pace required by complex project environments.


The successful candidate will work closely with project managers, HR teams, subcontractors, payroll providers, immigration specialists, legal and tax advisers, and public authorities to ensure workers can be deployed efficiently and responsibly.


Key Responsibilities:


Global mobility and workforce deployment

  • Manage cross-border workforce mobilisation projects from workforce planning through deployment and ongoing support.
  • Coordinate work permits, visas, right-to-work checks and immigration processes with qualified specialists.
  • Manage A1 certificates, social security determinations, posted-worker notifications and relevant labour registrations.
  • Support international assignments, secondments, transfers and project-based deployments.
  • Coordinate employment, payroll and tax workstreams, escalating regulated advice to appropriately qualified specialists.
  • Maintain deployment trackers, project timelines, case records and workforce-readiness reporting.


Construction workforce compliance

  • Oversee workforce compliance requirements for construction, data centre and infrastructure projects.
  • Coordinate onboarding requirements, including identity and worker-document checks, training records and site-access readiness.
  • Work with subcontractors and vendors to establish and monitor clear workforce compliance standards.
  • Identify mobility, employment and regulatory risks before mobilisation and ensure timely escalation.
  • Support compliance reviews, remediation plans and management reporting where documentation or processes fall short.


Client and stakeholder management

  • Act as a trusted day-to-day adviser to clients on practical international workforce matters.
  • Lead client meetings and provide clear project updates, compliance reports and workforce-status reporting.
  • Coordinate deliverables across clients, workers, project teams, external providers and government authorities.
  • Support proposals, service scoping, pricing discussions and commercial growth opportunities.
  • Build durable relationships while maintaining confidentiality and disciplined record-keeping.


Process improvement and service development

  • Develop scalable global mobility processes, controls, templates and operating procedures.
  • Improve the use of mobility, HR, CRM and project-management systems for visibility and accountability.
  • Create practical internal guidance, client briefings, training materials and compliance frameworks.
  • Monitor changes affecting cross-border construction workforces and translate them into practical actions.
  • Contribute to the continued development of the organisation’s Global Mobility service offering.


Experience and qualifications


Essential

  • At least five years of relevant experience in global mobility, international HR, workforce compliance, immigration coordination or international employment services.
  • Experience supporting construction, engineering, infrastructure, energy, industrial or other project-led environments.
  • Practical understanding of immigration, posted workers, social security, international payroll and cross-border employment considerations.
  • Experience managing concurrent cases or projects across multiple countries and stakeholder groups.
  • Strong client-facing, commercial, organisational and project-management skills.
  • Excellent written and spoken English, with the ability to explain complex requirements clearly.


Desirable

  • Experience supporting data centre construction or major capital projects.
  • Worked with a professional firm that managed global mobility for clients
  • Experience across Europe, the United Kingdom, Scandinavia or other international project locations.
  • An additional European language.
  • Experience with workforce compliance platforms, HR systems, CRM tools and project trackers.
  • A qualification in HR, business, law, global mobility, tax or a related discipline.
