Position Summary
The Division of Licensing and Background Checks (DLBC) protects vulnerable populations in Utah by licensing and overseeing foster care, childcare, human services, and health facilities, as well as managing mandatory background checks.
Responsibilities
Day-to-Day Responsibilities
- Oversee, implement, and manage the end-to-end administration of the Civil Money Penalty (CMP) Reinvestment Program to support activities that protect or improve the quality of care for nursing facility residents.
- Review, evaluate, and process CMP grant applications from certified nursing facilities and eligible third-party organizations for compliance with federal Centers for Medicare & Medicaid Services (CMS) guidelines and state regulations.
- Conduct regular program, financial, and compliance audits of grant recipients to monitor milestones, assess expenditures, and ensure proper allocation of CMP funds.
- Track project deliverables and analyze key performance metrics, generating comprehensive quarterly and annual reports for state leadership and CMS Regional Offices.
- Develop guidance documents, technical assistance resources, and educational workshops for potential applicants and active grantees on program requirements and best practices.
- Collaborate with internal state regulatory agency divisions, healthcare advocacy groups, long-term care stakeholders, and federal CMS representatives to drive program adoption and alignment.
- Investigate, address, and resolve compliance non-conformities, project delays, or financial discrepancies reported across active CMP grant projects.
- Maintain up-to-date program policies, application manuals, and public-facing program documentation in accordance with state and federal rule updates.
- Manage the application intake, review committee, and approval lifecycle, including:
- Facilitating dynamic objective review panel evaluations for incoming project proposals.
- Coordinating required public notification, stakeholder review, and formal CMS approval submission workflows.
- Shepherding grant agreements and contract execution through formal state procurement and administrative channels.
- Maintaining fund accounting records, disbursement tracking logs, and reporting archives.
- Ensuring full adherence to 42 CFR § 488.433 and state administrative regulations governing CMP fund usage.
Other Responsibilities
- Support other duties as assigned, including health facility rule updates and health facility committee meetings
Qualifications
Minimum ("Day-One") Qualifications
- Strong knowledge of grant lifecycle management, financial monitoring, and program administration principles.
- Proven experience in contract management, proposal evaluation, or grant application review processes.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong written and verbal communication skills, with ability to interface effectively with healthcare providers and regulatory officials.
- Ability to work independently, prioritize complex deadlines, and collaborate within a multidisciplinary team.
- Proficiency in Microsoft Office Suite and database systems.
Preferred Qualifications (Trainable / On-the-Job)
- A minimum of three years of professional experience in grant management, health administration, or public health planning; or a
- Bachelor's degree in healthcare administration, public administration, business administration, or a closely related field.
- Direct work experience within a regulatory agency, or nursing facility environment.
- Deep knowledge of state and federal regulations governing long-term care facilities and 42 CFR § 488.433 CMP fund reinvestment guidelines.
- Demonstrated experience coordinating state or federal grant approval, award, and reporting processes.
