Job Description Business Analyst – Business Intelligence (BA3) Client: Department of Health, New Brunswick Program: Symbio – Clinical Information Solution (CIS) Program Requisition: RQ00381 Location: Remote within Canada, with travel to New Brunswick at least once per month Duration: September 28, 2026 – September 27, 2028 Extension: Two optional one-year renewals Employment Type: Contract, Full-Time Hours: 7.5 hours/day | Approximately 500 business days Job Overview The Department of Health is seeking an experienced Business Analyst – Business Intelligence to support the Symbio Clinical Information Solution (CIS) Program. New Brunswick is undertaking a major healthcare transformation to transition from standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution. The Business Intelligence function will play a critical role in enabling consistent, data-driven decision-making across clinical, operational, and administrative areas of the provincial healthcare system. The successful candidate will act as a liaison between the Symbio Program and clinical, technical, operational, and business stakeholders across the healthcare system, including Regional Health Authorities, Service New Brunswick, and the Department of Health. This role requires a highly experienced Business Analyst with a strong background in Canadian healthcare, digital health transformation, Clinical Information Systems, Business Intelligence, data/reporting, stakeholder engagement, workflow analysis, and requirements management . Key Responsibilities Plan, coordinate, and facilitate stakeholder engagement sessions involving clinical, technical, operational, business, and administrative stakeholders. Collaborate with regional and provincial healthcare partners to gather, analyze, refine, and validate business and data requirements. Document current-state and future-state clinical, operational, data, and reporting workflows. Translate complex clinical, operational, and business needs into structured, implementation-ready Business Intelligence requirements. Develop reporting specifications, analytics frameworks, KPI definitions, dashboard requirements, data dictionaries, business rules, and standardized terminology. Translate business requirements into functional specifications, use cases, user scenarios, and user stories. Facilitate collaboration and consensus among multiple organizations and stakeholder groups. Support the definition and documentation of performance indicators, metrics, and Objectives and Key Results (OKRs). Coordinate meetings, focus groups, governance sessions, strategy discussions, and progress planning activities. Develop meeting agendas, document key decisions, manage action items, and follow up on outstanding deliverables. Maintain requirements traceability logs, decision logs, risk registers, dependency tracking, and project documentation. Lead and support quality assurance, data validation, unit testing, and user acceptance testing activities. Prepare presentations, executive briefings, and stakeholder communication materials. Work closely with the CIS Business Intelligence Lead, Subject Matter Experts, clinical stakeholders, and health administrators. Support the planning and implementation of the CIS data ecosystem. Facilitate change and promote standardized workflows, terminology, reporting requirements, performance measures, and business processes. Requirements Mandatory Qualifications Candidates must clearly demonstrate all of the following requirements : M1 – Education University degree in Business Administration, Health Informatics, Information Technology, Health Sciences, or a related discipline ; OR An equivalent combination of education and progressively responsible experience in: Healthcare transformation Information management Digital health M2 – Canadian Healthcare & Digital Health Experience 10+ years of progressive Canadian experience working within: Hospital environments Digital health environments Large-scale Clinical Information System implementations Healthcare transformation programs Provincial or regional health system modernization initiatives M3 – Business Intelligence Requirements Experience 8+ years of demonstrated experience translating complex clinical, operational, and business needs into structured and implementation-ready requirements within a Business Intelligence environment. Experience must include: Reporting specifications Analytics frameworks KPI and performance indicator definitions Dashboard requirements Data dictionary standardization Business rules Healthcare terminology standardization Data and reporting requirements M4 – Availability Candidate must be available to start on or around September 28, 2026 . M5 – Resume Requirement Candidate must be able to provide a targeted resume limited to 5 pages maximum . M6 – Submission Limitation Maximum 2 candidate submissions per vendor . Desired Skills & Experience S1 – Stakeholder & Meeting Coordination 6+ years of experience planning, scheduling, and coordinating meetings involving large numbers of stakeholders across multiple organizations and roles. Experience should include: Focus groups Strategy and approach planning Governance meetings Progress planning sessions Scheduling and stakeholder availability management Agenda development Defining meeting objectives Documenting meeting outcomes Managing action items and follow-ups S2 – Communication, Facilitation & Presentation 8+ years of experience demonstrating exceptional verbal, written, facilitation, and presentation skills. Ability to effectively communicate and facilitate discussions related to: Standardization initiatives Healthcare terminology Performance measures Reporting requirements Business processes Healthcare transformation Experience presenting to diverse audiences including: Senior executives Clinical stakeholders Technology teams Operational leadership Business stakeholders Strong experience developing PowerPoint presentations, briefings, and stakeholder communication materials is required. S3 – Documentation & Organizational Skills 8+ years of experience demonstrating strong organizational and documentation capabilities, including: Documenting decisions Synthesizing complex stakeholder discussions Maintaining decision logs Requirements traceability Action item tracking Progress monitoring Risk identification Dependency tracking Registers and project documentation S4 – Consensus Building 6+ years of experience achieving consensus across multiple organizations, programs, or stakeholder groups within complex healthcare environments. Experience should include facilitating agreement on: Standardized workflows Healthcare terminology Performance measures Reporting requirements Business processes Data standards S5 – Clinical & Operational Workflow Analysis 8+ years of experience analyzing and documenting: Current-state clinical workflows Operational workflows Future-state processes Experience must involve large, complex: Clinical Information Systems (CIS) Hospital Information Systems Digital health transformation initiatives Healthcare technology modernization programs S6 – Bilingual Communication Strong verbal and written communication, facilitation, and presentation skills in both English and French are strongly preferred. The candidate should have a proven ability to bridge the gap between clinical stakeholders, business teams, operational leaders, technology teams, and Business Intelligence functions . Strong expertise in translating complex healthcare requirements into actionable reporting, analytics, data, and functional requirements is essential. Experience working with provincial healthcare systems, regional health authorities, hospitals, and multi-stakeholder transformation programs will be highly valuable.
