Position Summary: The Housing Compliance Specialist is responsible for ensuring LIHTC properties managed by WellLife Network maintain full compliance with Low Income Housing Tax Credits regulations and any other state, local or federal regulations. This employee works in collaboration with General Services, Fiscal and Residential Services teams. This employee is required to visit LIHTC locations throughout NYC, Nassau and Suffolk Counties regularly. Essential Accountabilities: Review and monitor initial lease-up activities, including applicant interviews, verifications, income calculations, eligibility determinations, file preparation, and reporting. Prepare and execute leases, annual renewals, and required LIHTC documentation for all units. Process new applications, annual and interim recertifications, and unit transfers in accordance with LIHTC requirements and HUD 4350.3 guidelines. Maintain accurate and compliant tenant files, income certifications, eligibility documentation, and recertification records. Prepare recertification notices and ensure required documentation is completed accurately and on time. Maintain waitlists and determine financial eligibility for new admissions to LIHTC-funded programs. Coordinate tenant move-ins and move-outs and support timely apartment turnover to minimize vacancies. Collaborate with General Services to monitor property conditions, maintenance needs, and overall upkeep of LIHTC properties. Support rent collection efforts, monitor tenant arrears with the Fiscal Department, and assist with developing payment plans as needed. Provide training and guidance to staff and tenants regarding utilities, rent payment procedures, and applicable compliance requirements. Ensure residents are appropriately utilizing AppFolio for rent payments and related housing services. Monitor changes in LIHTC regulations and implement updates as required. Prepare reports for the Director of Property Management, tax credit syndicators, funding sources, and other stakeholders. Participate in tax credit reviews, inspections, and audits conducted by external entities. Maintain current compliance documentation, certifications, and required agency training, including Fair Housing, ADA, Relias Learning, Assisted Housing Manager, and LIHTC training. Communicate effectively and professionally with residents, staff, management, and external compliance partners. Participate in departmental meetings and maintain communication with CGMR compliance partners as needed. Perform additional duties as assigned. Individuals in this position should possess strong organizational skills and a detail-oriented approach. Strong computer literacy skills are essential to this position. Must have certification in low-income housing tax credits (or obtain within 6 months from date of hire). Knowledge of HUD requirements and accounting experience is a plus. Good verbal and written communication skills are also required. Experience and/or education in working with people with disabilities is a plus.
