Finger Lakes Community Health (FLCH) was founded in 1989 with an original mission of serving the region's agricultural workers by linking individuals to area resources and providing essential health services. In 2009 the organization expanded to become a Federally Qualified Health Center (FQHC), serving patients of all incomes, ethnicities and walks of life. Over the last decade, FLCH has grown to provide medical, dental, and behavioral health services to over 28,000 patients at eight health centers. Job Summary:
The HR Business Partner supports employees and leaders across a broad range of Human Resources functions, with a strong focus on benefits administration, employee support, workforce needs, and consistent HR practices. This position serves as a key resource for employees and managers while coordinating benefit programs, supporting HR processes, and helping ensure effective and compliant administration of HR programs.
This position will be based out of our Geneva, NY facility, with the option for a hybrid remote/onsite arrangement.
Main Responsibilities:
Benefits Administration & Employee Support
- Coordinate day-to-day administration of employee benefit programs, including medical, dental, vision, retirement, and other benefit offerings.
- Assist employees with benefit questions, enrollment changes, qualifying life events, and benefit-related concerns.
- Coordinate with benefit carriers, brokers, vendors, payroll, and employees to resolve enrollment or eligibility issues.
- Support annual open enrollment and benefit communication activities.
- Assist with benefit reconciliations, audits, reporting, and required documentation.
- Support leave and benefit coordination as appropriate.
- Help employees understand available benefits, resources, and HR programs.
HR Business Partnership
- Serve as an HR resource to managers and employees on day-to-day HR matters.
- Partner with leaders on staffing, employee support, workforce planning, and departmental needs.
- Provide guidance on HR policies, procedures, and organizational practices.
- Support department changes, employee transitions, promotions, and other workforce actions.
HR Programs & Administration
- Support onboarding, offboarding, employee status changes, and other employment transactions.
- Assist with compensation administration, job descriptions, position changes, and organizational updates.
- Support employee engagement, retention, performance management, and HR initiatives.
- Coordinate HR communications and employee education related to programs and benefits.
- Maintain accurate HR documentation and support HRIS processes as needed.
Compliance & HR Practices
- Support compliance with benefit plan requirements, employment practices, and organizational policies.
- Assist with HR and benefit audits, required notices, documentation, and recordkeeping.
- Monitor HR processes for accuracy and consistency and identify areas requiring follow-up.
- Support policy updates and process improvements.
Employee & Manager Guidance
- Provide managers with guidance on routine performance and employee matters.
- Support coaching, documentation, and performance management when needed.
- Assist with employee concerns and escalate more complex employee relations matters appropriately.
- Promote consistent and fair application of HR practices.
Data & Process Improvement
- Review HR and benefit data to identify trends, discrepancies, and opportunities for improvement.
- Assist with reconciliations, reporting, and HR metrics.
- Identify opportunities to improve HR workflows, employee service, and administrative efficiency.
- Participate in HR projects and organizational initiatives.
Other Duties
- Perform other related duties as assigned by the supervisor.
Education and Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, Management, or a related field required.
- Five or more years of progressive Human Resources experience preferred.
- Experience with employee benefits administration strongly preferred.
- Working knowledge of benefit programs, HR practices, and employment requirements.
- Experience in healthcare, nonprofit, or multi-site environments preferred.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
- A valid government-issued photo identification document is required.
- A valid New York State driver’s license in compliance with FLCH driver’s policy is required.
- Current New York State automobile insurance in compliance with FLCH underwriting agreement is required. Policy limits should reflect $100,000/$300,000/$100,000 coverage.
Physical Requirements:
- Sitting/Standing: Prolonged sitting with occasional standing or walking.
- Computer Use: Frequent typing and prolonged screen time.
- Light Lifting: Frequently lifting or carrying objects up to 15 pounds.
- Visual: Clear vision for reading and inspections.
- Hearing Clarity: Ability to hear conversations in person or in virtual communications.
Work Environment:
- Health Center/Clinic: Work within a healthcare facility, interacting with patients and staff.
- Remote: Home or remote office, using virtual communication to collaborate and interact with patients and staff.
- Moderate-Paced: Dynamic environment that requires both productivity and accuracy to reach goals and project objectives.
- Office Hours: Standard business hours, with occasional extended shifts based on clinic needs.
