FT / PT Status – Full-Time

Are you a strategic HR leader passionate about driving organizational excellence and shaping statewide total rewards? Join our team as the HR Manager of Classification and Compensation to lead transformational compensation strategies and make a lasting impact across Utah state government! The Classification and Compensation Manager is a strategic and hands-on leader responsible to design, oversee and administer comprehensive programs and initiatives for statewide compensation structures and job architecture. Serves as a leader who combines an outside-in customer service philosophy with an agile, data-driven mindset in modernizing programs and systems.
Key Responsibilities
- Establishes and maintains competitive pay structures and strategies aligned with organizational goals, state statutes, and market trends.
- Initiates and implements changes to existing state policies and procedures as needed.
- Provides expert guidance, technical assistance, and data-driven total rewards recommendations to agency leadership and stakeholders to attract and retain talent.
- Ensures all programs comply with applicable federal and state laws, regulations, ensuring quality operations, legal compliance, and alignment with the state’s strategic vision and state policies.
- Directly supervises and develops a high-performing team of HR specialists while managing team workload and professional development.
Qualifications
- Deep knowledge of compensation theory, classification methodologies, and federal and state labor laws.
- Demonstrated ability to analyze complex HR metrics, evaluate market trends, and present strategic recommendations to executive leadership.
- Strong communication and consulting skills with a proven track record of collaborating across various entities.
- Bachelor’s degree in Human Resources or a closely related field or equivalent amount of progressive human resources experience specializing in compensation and/or classification.
Preferred or trainable/on-the-job qualifications:
- Government or public-sector HR experience
- Direct supervisory or team leadership experience guiding HR professionals.
