POSITION SUMMARY

APV is seeking Human Resources Specialists with practical Employee Relations (ER) experience to support our DHS client during its Human Capital Management (HCM) transition. These positions support ER case management, awards, the Voluntary Leave Transfer Program (VLTP), Family and Medical Leave Act (FMLA) administration, and reasonable accommodation processes.

Successful candidates can independently complete assigned support duties, apply established HR policies, and contribute quickly while helping maintain service continuity through changes to systems and workflows.

DUTIES

  • Support ER case intake, documentation, tracking, reporting, and closeout; maintain accurate records and monitor deadlines.
  • Research HR policies and procedures and prepare summaries and draft materials for government review.
  • Support conduct, performance, attendance, and leave-related matters by organizing records, tracking actions, and identifying outstanding requirements.
  • Assist with FMLA administration, including documentation review for completeness, request tracking, and follow-up.
  • Support reasonable accommodation intake, coordination of the interactive process, documentation, and implementation tracking.
  • Assist with VLTP requests and awards processing, including documentation, routing, tracking, and status reporting.
  • Document HR processes and translate operational needs into HCM business requirements and workflows.
  • Participate in system demonstrations and user acceptance testing; document issues and verify results against business requirements.
  • Review HR data and case records for accuracy and completeness during the transition.
  • Develop and update standard operating procedures, job aids, process maps, and training materials.
  • Coordinate with government stakeholders, APV colleagues, and project teams to resolve questions and meet deadlines.
  • Safeguard sensitive personnel information and maintain records in approved systems.

EDUCATION

  • Bachelor’s or master’s degree in human resources, business administration, public administration, or a related field, with a target of 3–5 years of relevant professional HR experience, including hands-on ER support.
  • An equivalent combination of education and directly relevant experience may be considered. Applicants with an associate’s degree and additional relevant experience, or substantial relevant experience in place of a degree, are encouraged to apply.
  • Education and experience equivalencies are subject to applicable contract requirements. All candidates must demonstrate practical ER knowledge and the ability to independently perform assigned duties.

REQUIRED QUALIFICATIONS

  • Employee Relations: Working knowledge of ER policies, processes, documentation, and support for conduct, performance, and attendance matters.
  • Case management: Ability to organize case files, monitor deadlines, track actions, and prepare clear status reports.
  • FMLA and leave programs: Knowledge of request administration, supporting documentation, tracking, and VLTP coordination.
  • Reasonable accommodations: Familiarity with request processing, the interactive process, confidentiality, and implementation follow-up.
  • Awards administration: Familiarity with nomination documentation, review for completeness, approval routing, and records maintenance.
  • Policy and process support: Ability to research established guidance and document procedures, handoffs, and business requirements.
  • HR systems and office tools: Experience with HR applications, electronic records, tracking tools, Microsoft Office, and Teams.
  • Communication and judgment: Clear writing, effective stakeholder coordination, discretion, and the ability to recognize issues requiring escalation.
  • Remote collaboration: Ability to manage competing priorities and work independently in a fully remote environment.
  • Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
  • Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
  • Must be authorized to work in the United States without employer sponsorship now or in the future.

PREFERRED QUALIFICATIONS

  • Federal ER experience, including support for DHS or another federal agency.
  • Participation in an HCM implementation, HR system transition, process improvement initiative, user acceptance testing, or data validation.
