The Division of Human Resource Management (DHRM) is seeking an experienced, people-focused HR Director to lead the HR Field Office for the Department of Government Operations, Utah Insurance Department, and other assigned agencies.

In this role, you will serve as a trusted advisor to agency leadership shaping workforce strategies that advance state operations.You will direct a skilled team of HR professionals delivering responsive recruitment, sound employee relations, and data-driven workforce solutions.

Key Responsibilities

• Align HR strategy with agency goals and provide expert advice on human capital initiatives.
• Provide direction, mentorship, and vision to the HR field office team; foster a high-performing, collaborative team environment.
• Cultivate strong partnerships with agency executive leadership and stakeholders across all levels.
• Leverage HR metrics and analytics to inform strategic choices.
• Drive a customer-centric philosophy that anticipates and solves internal/external stakeholder needs.
• Oversee recruitment strategies to attract, develop, and retain top talent using modern, agile practices.
• Manage complex employee relations matters with critical thinking, objective risk assessment, and fair policy application.

Qualifications

• Work Experience: 5+ years of progressive human resources experience, including at least 2 years in a management, supervisory, or lead HR capacity. (An equivalent combination of relevant post-secondary education, specialized HR training, and direct HR experience may be substituted on a year-for-year basis).
• Core Capabilities: Demonstrated competence in strategic HR alignment, employee relations management, talent acquisition, and performance coaching.
• Travel & Work Schedule: Ability to work on-site 3 days per week in Taylorsville, UT, with regular travel to field offices across the state as needed.
• Background Check: Successful completion of a criminal history background check.

Preferred Qualifications

• 7+ years of broad HR experience, with 3+ years managing HR teams or multi-site field operations.
• Experience leading HR within state government, the public sector, or regulated labor environments.
• Proven track record of using workforce data/analytics to improve recruitment, retention, and team productivity.
