About the Position


Arcadia is seeking a structured and execution-focused Human Resources Recruitment Manager to oversee and optimise its recruitment operations. This role is responsible for managing a team of 10 Recruitment Officers and ensuring the effective delivery of recruitment plans across junior and senior roles.


Reporting to the HR Recruitment Operations Director, the Recruitment Manager will act as a critical link between workforce planning and execution, translating organisational hiring needs into coordinated, efficient, and scalable recruitment processes. The role centres on recruitment planning, process management, scheduling, and team leadership to ensure consistent hiring outcomes and a strong candidate pipeline. The successful candidate will work closely with HR Communications, Talent Acquisition, and departmental managers to align hiring timelines, optimize recruitment workflows, and ensure that Arcadia attracts and selects high-quality talent in a structured and timely manner.

The HRRM will play a pivotal role in enhancing Arcadia’s recruitment strategies and ensuring its recruitment continues to set benchmarks for quality and impact in the field.


Key Responsibilities

Workforce Planning and Recruitment Strategy Execution

  • Translate organisational hiring needs into structured, prioritised recruitment plans by aligning closely with department managers, defining role sequencing, and ensuring recruitment activity is calibrated to workforce demand and capacity constraints.


Recruitment Operations Management

  • Own and optimize end-to-end recruitment operations for non-executive roles by managing pipelines, interview scheduling, process standardisation, and delivery timelines, ensuring consistency, speed, and quality across all hiring activities.


Team Leadership and Performance Governance

  • Lead and manage a team of Recruitment Officers by setting clear performance expectations, monitoring output quality and throughput, and driving accountability, capability development, and continuous process improvement.


Skills and Competencies Required

Operational Excellence in Recruitment Delivery

  • Strong command of recruitment operations, with the ability to design and run efficient, scalable hiring processes, manage volume with precision, and maintain high standards of execution under capacity constraints.


Structured Stakeholder Management

  • Ability to engage and align with multiple internal stakeholders, translating business needs into actionable hiring plans while managing expectations, timelines, and trade-offs in a disciplined manner.


Leadership and Performance Management

  • Proven ability to lead teams in execution-focused environments, with a strong emphasis on accountability, output quality, and continuous improvement, supported by rigorous organisation and attention to detail.


Qualifications


  • A Master’s degree in Human Resources, Psychology, Business Administration, Organisational Leadership, or a related field is required.
  • Minimum of 5 years of progressively responsible experience in recruitment or talent operations, with demonstrated ownership of end-to-end hiring delivery across multiple roles and functions
  • At least three years of experience leading recruitment teams, with full accountability for performance management, output quality, and operational delivery
  • Demonstrated ability to translate workforce requirements into structured, prioritised recruitment plans, ensuring alignment between hiring demand, timelines, and organisational capacity
  • Strong track record in managing recruitment operations at scale, including pipeline governance, interview coordination, and process standardisation, with a clear focus on efficiency, consistency, and execution quality
  • Proven capability to engage and align with senior stakeholders, effectively managing expectations, resolving trade-offs, and ensuring timely delivery against evolving organisational priorities
  • Experience leveraging recruitment data and performance metrics to drive continuous improvement, optimise processes, and enhance hiring outcomes
  • Comfortable with part time commitment, contributing 8–10 hours (20%) per week, with availability for remote work, selecting your own working hours.
  • A motivational and empathetic leadership style, with a commitment to fostering inclusivity, integrity, and excellence. Strong interpersonal skills to inspire trust and credibility within the organization.
