The Role
PE Global are recruiting for a HR Manager – Shared Services for our pharmaceutical client based in Dublin. This is an initial 12-month contract, fully remote role.
Job Responsibilities
- HR Service Delivery Model Design: Work within the target operating model — tiered service model (Tier 0/1/2/3), org structure, governance, HR service catalogue (payroll, benefits administration, employee data management, recruitment support, onboarding/offboarding, employee relations case management), SLAs/KPIs, and reporting lines to global/regional HR leadership.
- HR Technology & Process Standardization: Drive process standardization and harmonization across geographies prior to migration; define requirements for HRIS, case management, and self-service/portal tools (e.g., Workday, ServiceNow );
- Legal & Regulatory Setup: Coordinate entity incorporation, labor law compliance, data privacy (GDPR and local equivalents) requirements for employee data handling, and liaise with legal/tax advisors and government bodies as needed.
- Process Migration/Transition: Plan and execute the transition of HR processes from in-country HR teams into the new centre, including knowledge transfer, documentation of SOPs/work instructions, parallel-run and cutover planning, and risk mitigation.
- Stakeholder Management: Act as primary point of contact for HR sponsors, steering committees, and cross-functional teams (Legal, HRIS, Local HR, HR Operations, HR SSC’s, COE’s)
- Program Governance: Own project plans, timelines, and status reporting; escalate risks/issues and drive mitigation.
- Change Management & Communications: Design and drive change management, training, and communication plans to ensure smooth adoption by SSC staff, HR business partners, and Managers; manage employee/manager expectations around self-service transition.
- Continuous Improvement: Establish post-go-live governance for SLA tracking, employee experience/NPS measurement, and continuous process improvement (Lean/Six Sigma) within the SSC.
Education & Experience
- MBA or equivalent postgraduate degree (preferred); Bachelor's degree in Business, HR, or related field.
- 6–10 years of experience in HR consulting, HR shared services/SSC setup, HRO/BPO advisory, or corporate HR strategy roles, with at least 2–3 years focused specifically on HR SSC design and implementation.
- Prior experience managing large, cross-border HR transformation or shared services setup programs.
- Strong understanding of HR service delivery models, tiered support structures, and shared services best practices.
- Working knowledge of core HR processes: payroll, benefits, talent acquisition support, employee lifecycle management, HR compliance, and employee relations.
- Familiarity with HRIS/HCM platforms (Workday, SAP SuccessFactors, Oracle HCM) and HR case management/ticketing tools (ServiceNow, Zendesk).
- Experience with location assessment frameworks and HR labor market/cost analysis.
- Familiarity with employment law, data privacy regulations (GDPR, etc.), and labor compliance across relevant geographies.
- Strong stakeholder management and executive communication skills, including with CHRO-level sponsors.
- Program/project management skills (PMP, Prince2, or Agile certification a plus); Lean/Six Sigma exposure a plus.
- Ability to manage ambiguity and work across multiple parallel workstreams.
- Excellent analytical, presentation (PowerPoint/Excel), and business case development skills.
