ICAM Technical Product Manager – Enterprise Identity Governance Services
GDIT has an opportunity for an ICAM Product Manager to lead the strategy, development, and delivery of Identity Governance & Administration (IGA) capabilities within a large enterprise-scale Identity, Credential, and Access Management (ICAM) environment. This role supports the DoD ICAM mission by driving the evolution of IGA services that enable secure, compliant, and effective access governance for more than 4 million DoD enterprise identities.
This is a fully remote position.
MEANINGFUL WORK AND PERSONAL IMPACT
The ideal candidate has strong experience with identity governance concepts, enterprise identity platforms, and product lifecycle management. As the ICAM Product Manager for IGA, you will define product vision, build and prioritize capability roadmaps, work closely with engineering and cybersecurity teams, and ensure the IGA product delivers maximum value to mission stakeholders. This role offers the opportunity to influence ICAM modernization, shape governance capabilities, and manage an evolving product used across mission-critical environments.
Key Responsibilities
- Define and maintain the product vision, strategy, and roadmap for enterprise IGA capabilities within the ICAM ecosystem.
- Lead product planning, backlog prioritization, and requirement definition across teams supporting access lifecycle management, entitlement workflows, role management, and access review processes.
- Collaborate with engineering, cybersecurity, architecture, and mission stakeholders to ensure IGA product capabilities meet technical, security, and compliance requirements.
- Gather and synthesize user needs, mission priorities, and system data to guide product decisions and feature development.
- Manage product lifecycle activities, including new capability introduction, enhancements, operationalization, and retirements.
- Develop user stories, acceptance criteria, and capability requirements supporting engineering implementation.
- Facilitate cross-team communication, alignment, and decision-making regarding IGA architecture, functionality, and modernization.
- Serve as the primary point of contact for stakeholders, providing clear and consistent updates on roadmap progress, risks, and dependencies.
- Support onboarding and integration of applications, mission partners, and systems requiring governance services.
- Ensure product readiness through documentation, training materials, process updates, and change communication.
- Drive continuous improvement by identifying capability gaps, elevating user feedback, and recommending enhancements aligned with Zero Trust identity principles.
- Support reporting, metrics, and performance tracking for product adoption, health, and operational effectiveness.
Basic Qualifications:
- Active Secret Clearance at minimum. Interim Secret Clearances are not allowed.
- Bachelor’s Degree in a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
- DoD 8570/8140 IAT Level II certification (Security+ CE or higher)
Required Skills/Knowledge:
- Minimum 5 years of experience in ICAM, IAM, IGA, identity security, or related enterprise identity programs.
- Demonstrated experience managing technical products or capabilities in complex enterprise environments.
- Strong understanding of identity governance concepts including provisioning, deprovisioning, roles, entitlements, access certification, privileged access, and policy controls.
- Familiarity with identity protocols and authentication technologies such as SAML, OAuth, OIDC, MFA, and enterprise directory services.
- Ability to create and manage product roadmaps, user stories, and intake workflows.
- Experience working with identity workflows involving SAML, OAuth, OIDC, and modern authentication technologies.
- Strong communication skills with the ability to translate technical concepts into program deliverables, schedules, risks, and stakeholder updates.
- Proven ability to coordinate across engineering, cybersecurity, and operational teams.
- Strong organizational and analytical skills with a focus on execution and delivery.
Desired Skills/Knowledge:
- Experience with enterprise IGA platforms such as SailPoint, Saviynt, Microsoft Entra ID Governance, or similar technologies.
- Familiarity with DoD ICAM, identity governance, or federation initiatives.
- Understanding of NIST 800‑63 identity assurance principles.
- Experience supporting Zero Trust Architecture with emphasis on identity governance and access controls.
- Experience conducting access reviews, RBAC design, or governance policy development.
- Exposure to large-scale enterprise directory environments, PKI, CAC-based authentication, or DoD credentialing.
- Familiarity with Agile methodologies, DevSecOps workflows, or enterprise modernization programs.
