Ready to shape the digital front door for millions of Utah residents and business owners?

The Division of Technology Services (DTS) is seeking creative, driven Information Analysts to join our dynamic design team under the Chief Technology Officer. In this role, you will collaborate directly with state agency leadership and IT managers to innovate, problem-solve, and build seamless, intuitive online experiences across Utah’s flagship statewide portals, MyUtah and MyBusiness. If you thrive on turning complex user needs into elegant, scalable digital solutions, this is your opportunity to make a lasting impact on public service in Utah.

As an ideal entry-level position for candidates with background or education in user-centered design, the role spans the early discovery and development stages of the software pipeline. Key duties include onboarding new agency services, creating mockups and prototypes, writing solution requirements and evidence-based user stories, conducting quality assurance and accessibility testing, and reviewing user feedback. Success in this position requires strong organizational skills to manage multiple workstreams, alongside proficiency with design tools such as Figma and Lucid.

Key Responsibilities

  • Along with Product Owner, applies design thinking strategies to analyze existing agency workflows and user journeys.
  • Iterates on wireframes, mockups, and prototypes based on stakeholder and user feedback and adherence to the latest design standards/systems.
  • Creates assets such as journey maps and workflow diagrams to inform system requirements and user experience improvements.
  • Drafts system requirements and organizes accompanying documentation for reference by stakeholders and developers to build and maintain each service.
  • Test newly developed features to ensure they meet intended and written requirements, as well as the accessibility needs of users who utilize screen readers.
  • Systematically test existing features to identify bugs, performance issues, or functional gaps.
  • Conducts user research by gathering participants, facilitating interviews, and leveraging user testing platforms.
  • Monitors, audits and evaluates the portals for quality and effectiveness and to ensure compliance with procedures, regulations and standards; turns collected data and feedback into clear recommendations and reports for leadership to show why a system upgrade or a process change is needed.

Qualifications

UX Design & Process Optimization

  • Workflow Analysis: Experience using design thinking strategies to map end-to-end user journeys, evaluate existing agency processes, and identify system gaps.
  • Prototyping & Wireframing: Proficiency with design and prototyping tools to build and iterate on wireframes and mockups following modern design systems.
  • Journey Mapping: Ability to create visual assets, such as user journey maps and process flowcharts, to inform UI/UX enhancements and technical requirements.

Business Analysis & Documentation

  • Requirements Gathering: Experience drafting clear, structured system requirements, user stories, and acceptance criteria for technical teams.
  • Documentation Management: Strong ability to organize and maintain comprehensive technical and functional documentation for cross-functional reference.

Testing, QA & Accessibility

  • Functional & Bug Testing: Hands-on experience systematically testing new and existing features to identify bugs, functional gaps, and performance bottlenecks.
  • Accessibility Standards: Understanding of digital accessibility standards (e.g., WCAG) and experience testing applications with assistive technologies like screen readers.

User Research & Data Analytics

  • Research Facilitation: Proven track record in planning user research, recruiting participants, and conducting stakeholder interviews.
  • Data-Driven Reporting: Ability to audit digital portals, evaluate system effectiveness against regulatory compliance standards, and translate analytics into actionable recommendations for executive leadership.

Communication & Leadership

  • Technical Translation: Exceptional ability to explain complex technical concepts to non-technical stakeholders using accessible, jargon-free language and real-world analogies.
  • Stakeholder Management & Critical Thinking: Strong active listening, problem-solving, and critical thinking skills to evaluate alternative solutions and align cross-functional teams around a strategic roadmap.

Preferred Qualifications

  • Experience collaborating directly with Product Owners in an Agile/Scrum development environment.
  • Familiarity with government or public sector regulatory compliance and portal standards.
