Position Overview

The Chief Operations Office is seeking to hire an individual with a strong understanding of enterprise IT governance and public sector operational business processes to serve as the Information Technology Strategic Administrator for the Department of Human Services (DHS). The Information Technology Strategic Administrator will serve as the primary strategic coordination point between DHS and the Illinois Department of Innovation & Technology (DoIT) to ensure alignment of business priorities with enterprise IT strategy. In addition, the Administrator must have excellent communication and stakeholders’ management skills to facilitate high-level communication between DHS program areas and DoIT to ensure mutual understanding of goals, constraints, and expectations, including articulating business system needs and long-term strategic priorities to ensure full alignment with technology standards, compliance requirements and enterprise-wide goals. The Administrator will coordinate DHS business requirements and priorities with DoIT’s enterprise architecture and project management functions by leading the end-to-end collection, analysis and documentation of complex business and system requirements from diverse DHS stakeholders.

Essential Functions

  • Serves as the statewide DHS Information Technology Strategic Administrator.
  • Facilitates high-level communication between DHS program areas and DoIT to ensure mutual understanding of goals, constraints, and expectations, including articulating business system needs and long-term strategic priorities to ensure full alignment with technology standards, compliance requirements and enterprise-wise goals.
  • Serves as a full line supervisor.
  • Coordinates DHS business requirements and priorities with DoIT’s enterprise architecture and project management functions by leading the end-to-end collection, analysis and documentation of complex business and system requirements from diverse DHS stakeholders.
  • Monitors business side readiness and adoption to design and execute formal change management and communication strategy aligned with the agency’s information strategy.
  • Serves as a procurement liaison with the Department of Innovation and Technology providing budgetary and contract oversight for information strategy related procurements and contracts.
  • Creates, maintains, and manages enterprise documentation and knowledge governance for the DHS portfolio of IT initiatives, ensuring alignment with DoIT standards and strategic goals.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires four (4) years of progressively responsible administrative experience in analytics, reporting, and strategic planning for a public or private organization.

Preferred Qualifications

  • Four (4) years of experience modernizing legacy systems.
  • Four (4) years of professional experience directing large-scale human services platforms or case management systems, including the development, implementation, and management of policies and processes with organization-wide impact.
  • Four (4) years of professional experience evaluating standardized business processes and recommending revisions to improve program outcomes and ensure alignment with statewide goals and objectives.
  • Four (4) years of professional experience convening policy meetings and formulating strategies to refine or improve processes.
  • Four (4) years of professional experience overseeing policy review and analysis to ensure program compliance, data integrity, and successful completion of program objectives.
  • Four (4) years of professional experience conducting in-depth research to identify opportunities for program enhancements and developing actionable recommendations for organizational or statewide initiatives.
  • Four (4) years of professional experience overseeing vendor performance, including contract negotiation, payment approval, monitoring billable hours, and ensuring alignment with program goals and standards.
  • Four (4) years of professional experience leading diverse teams and working collaboratively with various stakeholders.
  • Two (2) years of professional experience working with procurement for a public or private organization.
  • Four (4) years of professional experience assigning tasks, providing training, setting goals, evaluating performance, and addressing operational and employee relation needs.

Conditions of Employment

  • Requires the ability to travel in performance of duties.
  • Requires the ability to work overtime including scheduled, unscheduled, short notice, evening, weekends, and holidays.
  • Requires the ability to serve in an on-call capacity.
  • Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
