Position Overview
The Illinois Department of Insurance is seeking to hire an Insurance Performance Examiner Trainee in the Market Conduct Division. This position participates in an agency sponsored training program, for a period of up to twelve months, receiving instruction designed to develop and build knowledge and practical skills in gathering and analyzing information related to insurance company examinations, to acquire knowledge and understanding of the Illinois Insurance Code and all related laws, rules, and regulations and to effectively report these findings to superiors. The incumbent of this position travels occasionally in-state and out-of-state on an as needed basis to assigned examination sites and may remain at or travel back to these sites for the length of time necessary to accomplish the assigned tasks and complete an examination. Essential Functions
• Under immediate supervision, receives instruction and guidance from higher level examiners to participate in the examination and evaluation of insurance company rates, rating schedules, programs, and procedures used by life, accident, and health insurance companies to determine a company’s extent of compliance with the Illinois Insurance Code and all related insurance laws, rules, and regulations.
• Travels occasionally in-state and out-of-state on an as needed basis to assigned examination sites conducting on-site reviews and may remain at or travel back to these sites for the length of time necessary to accomplish the assigned tasks and complete an examination and to meet the operational needs of the agency.
• Reviews the examination plan and scope for each assigned examination and discusses each scope and its significance, any questionable items or issues and the examination’s timeframe with the examiner-in-charge.
• Contributes to the completion of the final examination report, which includes all findings and documentation from assigned examinations, and submits the completed work papers, examination documents and preliminary reports for review to the examiner-in-charge.
• Attends and successfully completes all required training classes, seminars and workshops designed to develop, build, and enhance examination knowledge and skills, which also includes attending and participating in meetings that are related to assigned examinations.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires possession of a bachelor’s degree with coursework in insurance, finance, statistics, accounting, economics, business administration or a related field.
Preferred Qualifications
• Prefers elementary knowledge of underwriting and/or claims practices and procedures and related health insurance business practices.
• Prefers basic knowledge of the Illinois Insurance Code and all federal and state laws, rules and regulations that govern the health insurance industry.
• Prefers at least one (1) year of experience gathering, evaluating, analyzing, and documenting relevant examination data.
• Prefers one (1) year of experience communicating effectively in oral and written form and composing analysis findings in a logical and concise manner.
• Prefers elementary knowledge of various computer software programs such as Word, Excel, Outlook, PowerPoint, and Access.
• Prefers one (1) year of experience in performing duties in a professional, efficient, and ethical manner maintaining the confidentiality of the company’s information that is obtained during an examination.
• Prefers one (1) year of experience establishing effective working relationships with agency staff and the regulatory agency in a manner that recognizes the high importance of teamwork in completing an examination in an efficient and professional manner.
• Prefers demonstrated ability to perform and complete on-the-job training assignments, which are designed to develop knowledge and skills needed to conduct insurance company examinations efficiently.
Conditions of Employment
• Requires the ability to pass a background check.
• Requires ability to transport and accept responsibility for state equipment and supplies that are needed to perform duties while at examination sites.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including, but not limited to, licensing and educating insurance agents, investigating Workers Compensation fraud, and examining the operations and finances of insurance companies domiciled in the state.
