Overview

TISTA is seeking an Intake Lead to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.

The Intake Lead owns the Requirements Analysis Proposal (RAP) Intake Process for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This is the front door of the program. Every Government request for new capability, enhancement, sustainment, integration, migration, or Scrum Team support enters through the Intake Lead, who ensures it is captured, analyzed, estimated, routed for architecture and security review, and returned to VA as an approved-ready RAP within five days. The Intake Lead stands up the intake operating model within the first 20 days after award and continuously matures it over the life of the contract.

Responsibilities

  • Serve as the primary owner and client point of contact for the Requirements Analysis Proposal (RAP) intake process, leading review sessions with technical experts to produce complete and defensible proposals.
  • Set up and manage a unified, traceable intake workflow using standard, approved platforms (like Jira and SharePoint) within the first 20 days, without building custom standalone applications.
  • Develop detailed proposals for new requests within five days, outlining the project scope, required team size, estimated timelines, risk factors, and labor mix.
  • Coordinate mandatory technical and security reviews for every request to ensure architectural reuse, prevent integration issues, and identify security compliance impacts early on.
  • Maintain an intake dashboard to track request statuses from start to finish, generate weekly and monthly performance metrics, and escalate any stalled proposals to leadership.
  • Work closely with program managers and the recruiting team to define required skills and translate approved proposals into actionable staffing plans to quickly launch new teams.
  • Support business expansion by identifying customer needs, forecasting future team demand, and assisting the company's business development team with new proposals and cost estimations.
  • Keep all intake procedures, project estimates, and workflow documents up to date and auditable so they can be smoothly integrated into team backlogs once approved by the government.
  • Create reusable intake and estimation playbooks for the company, share best practices across other programs, identify uses for AI development tools, and support corporate quality audits.

Qualifications

  • Candidates need at least 8 years of experience working on federal IT programs in areas like demand management, requirements intake, or product management.
  • At least 3 years of experience is required in estimating the time, effort, and team size needed to complete Agile software projects.
  • Proven experience is necessary for designing and managing workflow intake processes using tools like Jira, SharePoint, Confluence, or Microsoft Power Apps.
  • Candidates must be skilled at leading meetings with technical, security, and business experts to build consensus and create proposals under tight deadlines.
  • Strong technical skills are required in configuring Jira workflows, building project estimates in Excel, breaking down project requirements, and identifying risks.
  • Highly preferred qualifications include past experience with VA IT processes, supply chain systems (like Maximo or Nuvolo), and familiarity with AI-assisted software tools.
  • The position requires strong analytical, organizational, and communication skills, as well as the ability to work at a computer for long periods and travel as needed.

Certifications:

  • SAFe certification (like Product Owner/Manager or Agilist).
  • PMP, or a CAPM.

Education:

  • Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or a related field.
  • Master’s degree preferred.

Clearance:

  • Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.

Location:

  • Rockville, MD / Remote (CONUS).
  • Up to 10% CONUS travel.

Pay Range:

  • The suggested pay for this position ranges from $148,000 to $160,000.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
