The Integrated Product Support (IPS) Manager is a critical member of the OTECH Support Services Core Team and provides functional leadership and strategic direction for OTECH's Integrated Product Support organization. The IPS Manager is responsible for developing, implementing, and continuously improving the people, processes, tools, and capabilities required to support OTECH programs throughout the system lifecycle.

The IPS Manager oversees and integrates applicable IPS functions including Product Support Management, Logistics Engineering, Configuration and Data Management, Technical Writing, Material Planning and Logistics Support, Supply Support, Warehousing and Material Control, and Government Property Management. The IPS Manager partners with Program Management, Engineering, Manufacturing/Operations, Supply Chain, Quality, Contracts, Finance, Security, Business Systems, and other functional organizations to ensure IPS requirements are appropriately planned, resourced, executed, measured, and improved.

This position provides functional oversight of IPS personnel supporting multiple programs and is accountable for workforce planning, organizational capability, process governance, compliance, performance management, and continuous improvement. The IPS Manager serves as a subject matter leader for product support and sustainment and helps ensure OTECH solutions are supportable, maintainable, configurable, compliant, and effectively sustained throughout their lifecycle. This is a hybrid position located in Hanover, MD.

Duties and Responsibilities

The IPS Manager will manage a group of diverse personnel and execute the following:

  • Provide functional leadership for OTECH Integrated Product Support, establishing organizational priorities, standards, processes, tools, and performance expectations across IPS disciplines.

  • Lead workforce and resource planning, including forecasting demand, identifying staffing and capability gaps, assigning or matrixing personnel to programs, supporting recruiting, and balancing resources across competing priorities.

  • Partner with Program Managers and functional leadership to define IPS scope, staffing, schedules, budgets, deliverables, and execution strategies appropriate to program, customer, and contractual requirements.

  • Provide oversight and integration of applicable IPS disciplines, including Product Support Management; Logistics Engineering; Reliability, Maintainability, and Availability (RMA); maintenance planning; supply support; provisioning and sparing; obsolescence management; technical data/publications; configuration and data management; material planning; warehousing/material control; and Government Property Management.

  • Ensure IPS and sustainment considerations are incorporated throughout the system lifecycle, including design and development, production, deployment, operations and maintenance, modification, sustainment, and disposition.

  • Provide functional management of IPS personnel supporting OTECH programs while partnering with Program Managers on program priorities and day-to-day execution. Maintain responsibility for workforce capability, resource allocation, functional standards, process compliance, career development, and quality of IPS execution across programs.

  • Manage customer interfaces, as necessary, for IPS activities and provide a high level of internal and external customer support.

  • Establish, maintain, and continuously improve IPS policies, procedures, work instructions, business rules, and governance mechanisms to promote consistent, efficient, and compliant execution.

  • Ensure IPS activities address applicable contract and customer requirements, company policies and procedures, and federal acquisition and property-management requirements applicable to OTECH programs.

  • Establish, monitor, and communicate IPS KPIs, dashboards, and management metrics covering product support execution, material readiness, workload, schedule performance, data quality, compliance, and emerging program risks.

  • Provide functional oversight of ERP and supporting business-system processes used by IPS, promoting consistent system use, data integrity, timely workflow execution, and effective use of system-generated information.

  • Identify systemic process, data, and execution deficiencies; initiate corrective actions; and lead cross-functional continuous-improvement efforts with Engineering, Supply Chain, Manufacturing/Operations, Quality, Contracts, Finance, and Business Systems.

  • Provide functional oversight of warehousing, inventory/material control, and associated material-management processes to support effective stewardship, accountability, storage, movement, and disposition of material.

  • Support program and organizational risk management by identifying product-support, material, configuration, sustainment, compliance, and resource risks and elevating significant issues to leadership.

  • Support proposals, estimates, planning efforts, and new program capture activities by providing IPS labor, resource, scope, schedule, technical, and execution input.

  • Develop organizational capability through career development, succession planning, mentoring, training, competency development, and establishment of appropriate career paths within IPS.

  • Manage the organization in a manner that supports OTECH's core values: Do Things Right; Solve Complex Problems; Grow Together; Outperform Expectations; and Own the Challenge.

  • Promote a high-performance work culture through effective leadership, clear accountability, collaboration, employee development, and positive employee relations.

  • Represent IPS to OTECH and AdTech leadership, customers, auditors, and other stakeholders, as required.

Supervisory Responsibilities

  • This position has supervisory responsibilities, including interviewing, hiring, onboarding and training employees; planning, assigning and directing work; managing performance; recognizing and developing employees; addressing employee concerns; and resolving personnel or organizational issues in accordance with company policies.

REQUIRED

  • Bachelor’s degree in management, Supply Chain, technical discipline, or related field. Equivalent experience may be considered in lieu of a degree.

  • Minimum of 8 years of progressively responsible experience in Integrated Product Support, logistics, sustainment, engineering support, supply chain, operations, or a related discipline, including demonstrated leadership and/or management experience.
  • Demonstrated understanding of Integrated Product Support principles and their application across the system/product lifecycle.
  • Demonstrated experience leading multidisciplinary teams and managing resources in a matrixed program environment.

  • Experience supporting U.S. Government and/or Department of Defense programs and working within contractual, customer, and regulatory requirements.

  • Demonstrated experience developing and improving organizational processes, procedures, metrics, and management controls.

  • Ability to assess resource requirements, establish priorities, manage competing program demands, and communicate execution risks to senior leadership.

  • Strong business-system and data literacy, including experience using ERP and related enterprise systems to support operational performance, workflow execution, and data integrity.

  • Excellent presentation, written, oral, interpersonal, decision-making, problem-solving, time-management, and conflict-management skills.

  • Ability to work independently, manage multiple priorities, and meet deadlines in a dynamic program environment.

  • Must be able to obtain security clearance.

DESIRED

  • Master’s degree in management, Supply Chain, technical discipline, or related field. Equivalent experience may be considered in lieu of a degree.

  • Experience in one or more IPS disciplines such as Product Support Management, Logistics Engineering, Reliability/Maintainability, provisioning and sparing, configuration/data management, technical publications, material planning, supply support, Government Property Management, or sustainment

  • •Experience with Government Property requirements and contractor property-management processes.

  • Experience with logistics product data, provisioning, maintenance planning, technical data, and/or lifecycle sustainment tools and processes.

  • TS/SCI clearance and Counterintelligence (CI) polygraph.

Compensation $138,300.00 - $207,500.00
