UNICEF Papua New Guinea, in partnership with the Korea International Cooperation Agency (KOICA), is implementing the Climate Action for the Last Mile in Papua New Guinea programme to strengthen the climate resilience of children and their communities through climate-smart social services and infrastructure, while strengthening climate policies, climate finance and institutional capacity. The programme works with government and other partners to support national priorities related to climate change adaptation and resilience, with a particular focus on the needs of children and vulnerable communities. Under the direct supervision of the Programme Manager, Climate and Sustainable Environment, the consultant will provide technical expertise to support UNICEF PNG, the Climate Change and Development Authority (CCDA) and relevant Government sectors to strengthen understanding and application of global climate change frameworks and processes, and their implications for national climate policy and implementation in Papua New Guinea. The assignment will include capacity building for CCDA and relevant Government sectors and technical support to NDC, NAP, and connect youth perspectives with national climate policy frameworks and processes. Minimum requirements: Education: Master’s degree in a relevant field such as in climate change, environmental sciences, environmental policy, water resources, international development, public policy or a related field. Work Experience : At least ten (10) years of relevant professional experience in climate change adaptation, climate policy and/or sustainable development. Extensive knowledge of international climate change policy and adaptation frameworks, including the Paris Agreement, Global Goal on Adaptation and relevant UNFCCC processes and guidance. Demonstrated experience supporting National Adaptation Plans (NAPs) and Nationally Determined Contributions (NDCs), including technical review, policy alignment and monitoring. Demonstrated experience providing technical advice and capacity development to governments, UN agencies and other stakeholders on climate change adaptation and resilience. Experience in integrating climate resilience and adaptation into social-sector policies, programmes and services, including WASH, health, education, nutrition and other relevant sectors. Skills: Experience working across national and international climate policy processes, with strong analytical, technical writing, facilitation and communication skills. Language Requirements: Excellent English communication skills, both written and spoken. Desirables: Demonstrated prior professional engagement on Papua New Guinea's climate policy and programming, including work with relevant PNG government counterparts, is a distinct advantage.
