Job Title: Journeyman Management Analysts Work Location: Remote Clearance Level: NACI Job Description: Advanced Technology Leaders, Inc. is seeking qualified applicants to support the Small Business Administration (SBA) in the production implementation, support and operations of its custom solution that leverages the Amazon Web Services (AWS) cloud. The Journeyman Management Analyst supports the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP) program by assisting with organizational studies, business process analysis, workflow evaluation, requirements development, operational documentation, and process improvement initiatives. The Journeyman Management Analyst works with program managers, business stakeholders, SBA personnel, subject matter experts, software development teams, quality assurance personnel, and other ULP team members to evaluate existing processes and identify opportunities to improve operational efficiency, effectiveness, consistency, and customer service. The position supports the analysis and documentation of ULP business processes associated with SBA lending operations and related program activities. The analyst assists in translating business processes and operational requirements into clear documentation that can be used by management, business users, and technical teams. The ideal candidate is highly organized, analytical, detail-oriented, and capable of gathering information from multiple stakeholders and converting that information into clear, concise, and actionable documentation. Responsibilities & Duties: The Journeyman Management Analyst supports the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP) by conducting organizational studies, evaluating business operations and processes, analyzing workflows, and assisting management in identifying opportunities to improve efficiency and effectiveness. The position works closely with SBA stakeholders, program management, business users, subject matter experts, software development, quality assurance, and operations personnel to collect and analyze information, document current and future-state processes, identify operational gaps, and develop practical recommendations for process improvement. The Journeyman Management Analyst assists with gathering and documenting business and functional requirements; developing process maps, workflow diagrams, standard operating procedures, operations manuals, user guides, and other program documentation; and supporting the evaluation and implementation of ULP system and process changes. The position also assists with data collection and analysis, preparation of reports and presentations, tracking of action items and requirements, and development of management products used to support program decision-making. The analyst participates in meetings, working groups, requirements sessions, process reviews, and operational activities and assists in coordinating information between SBA business stakeholders and ULP technical teams. Business Process and Organizational Analysis: Assist with organizational studies, workflow analysis, work simplification and measurement studies, current-state and future-state process analysis, requirements gathering, process mapping, identification of operational gaps, and development of recommendations to improve ULP business operations and efficiency. Requirements and Documentation: Assist in developing, maintaining, and updating business and functional requirements, user stories, acceptance criteria, business rules, process documentation, Standard Operating Procedures (SOPs), operations and procedures manuals, user guides, training materials, and other ULP program documentation. Program and Operational Support: Support ULP program management and operations through data collection and analysis, preparation of reports and presentations, tracking of action items and requirements, participation in stakeholder meetings and working groups, analysis of operational issues, and coordination between SBA business stakeholders, management, and technical teams. Minimum Qualifications: Bachelor’s degree in business administration/management or comparable experience 1-year relative work experience Ability to work with customers, clients, and employees, respond to questions in meetings, group settings, and in writing relaying technical information in understandable format to a variety of technical levels of comprehension. Preferred Qualifications: Experience working with geographically distributed teams. Experience working with business improvement initiatives. Experience supporting a federal government program or government contractor. Knowledge of requirements management and traceability. Experience supporting software development or information technology programs. Experience developing Standard Operating Procedures (SOPs), process guides, or operations manuals. Familiarity with Agile software development methodologies. Familiarity with Jira or similar requirements and issue-management tools. Familiarity with business process modeling or process mapping tools. Knowledge, Skills & Abilities: Intensive analytical skills necessary to comprehend real time issues. Comprehension of networking/distributed computing environment concepts. Good technical skills with a thorough understanding of data communications and data center technology. Strong attention to detail Strong oral and written communication skills Ability to prepare and effectively communicate both in written format and verbally, the development and implementation of related security policies and standards; regulatory compliance issues and remediation recommendations. Advanced problem-solving skills required to find solutions to problems that are technically complex and require collection, interpretation and analysis of data from diverse sources. Supervisory Responsibility: None Work Environment: This is a fully remote position supporting the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP). The employee will perform assigned duties from an approved remote work location and must maintain a professional, secure, and distraction-free home office environment conducive to the performance of contractual duties. The employee is responsible for maintaining reliable high-speed internet connectivity, dependable electrical power, and a dedicated workspace capable of supporting daily operations, virtual meetings, collaboration, and other assigned responsibilities. The employee must remain available and responsive during established duty hours and actively monitor designated project communication and collaboration platforms, including Slack, email, and virtual meeting systems. Because the position supports a federal government program, the employee must maintain a workspace that protects government, company, and customer information from unauthorized access, disclosure, or observation. The employee must comply with all applicable company telework requirements, information security policies, SBA security requirements, privacy and data protection requirements, Clear Desk/Clear Screen requirements, VPN requirements, and other applicable contractual and government security controls. The employee must obtain supervisory approval before changing the approved remote work location and must immediately notify the supervisor of any circumstances, including internet, power, equipment, or environmental issues, that may affect the employee's ability to perform assigned duties or maintain required availability. The employee may be required to participate in occasional in-person meetings, training, or other activities when directed by the Company or required by the contract or government customer. Such activities will be communicated in advance whenever practicable. Physical Demands: This is a primarily sedentary, computer-based position performed in a remote work environment. The employee must be physically capable of performing the essential functions of the position, with or without reasonable accommodation. Physical demands may include: Computer and Office Work: Ability to sit and work at a computer workstation for extended periods; use a keyboard, mouse, telephone, headset, and other standard office equipment; and perform repetitive hand and wrist movements associated with computer-based work. Communication and Meetings: Ability to participate in extended virtual meetings, training sessions, and collaborative work activities using video conferencing, telephone, and other communication platforms. The employee may be required to remain seated or otherwise positioned at the workstation for extended periods. Mobility and Workspace Activities: Ability to occasionally stand, walk, reach, bend, and move within the approved remote workspace to perform routine work-related activities. The position may occasionally require lifting or moving light office equipment or materials, generally up to approximately 20 pounds. The position does not normally require strenuous physical activity, heavy lifting, climbing, or other physically demanding activities. The employee is responsible for maintaining a safe, ergonomically appropriate remote workspace that supports the performance of assigned duties.
