Position Overview:
The Labor Compliance and Union Reporting Lead owns the day-to-day administration of BUILD Renewables' labor compliance systems, with primary responsibility for the compliance platform and union reporting processes as the union company becomes operational. This role connects payroll, project, contractor, apprenticeship, and labor agreement data so compliance issues are identified, assigned, corrected, and documented on time.
The position begins as a hands-on individual contributor and functional lead. As the department grows, it may coordinate and review work performed by the IRA and PWA Specialist and Payroll Specialist and may develop into a formal supervisory role.
Essential Functions:
Compliance Platform Administration
• Serve as the primary internal administrator and subject matter expert for the compliance platform.
• Configure and maintain projects, contractors and subcontractors, users, wage determinations, classifications, apprenticeship programs, ratio rules, and required documentation.
• Coordinate weekly certified payroll and supporting-document uploads; validate file completeness, data mappings, reporting periods, and contractor submissions.
• Review Compliance alerts and exceptions for wage rates, worker classifications, overtime, fringe benefits, apprentice participation and ratios, missing documentation, and other compliance risks.
• Reconcile Compliance results to payroll, timekeeping, certified payroll, and project records; investigate discrepancies before closing an exception.
• Assign remediation items to the appropriate payroll, IRA and PWA, project, or subcontractor contact and track each issue through documented resolution.
• Maintain compliance dashboards, issue logs, audit trails, and recurring reports that show open items, aging, trends, and project risk.
• Test platform updates, maintain user access, coordinate vendor support, and document changes that affect internal workflows or reporting.
Union Reporting and Labor Agreement Administration
• Build and maintain union reporting procedures for the new union entity, including calendars, controls, responsibilities, and approval requirements.
• Maintain a union master file by local, trade, employee, project, and jurisdiction, including collective bargaining agreements, wage and fringe schedules, dues and checkoffs, fund requirements, reciprocity information, and reporting deadlines.
• Partner with Payroll, Human Resources, Accounting, Operations, and project teams to establish accurate union employee, project, pay, deduction, and fringe configurations.
• Prepare, review, and submit union benefit fund reports, dues and checkoff reports, remittance detail, and other required labor-management reports accurately and on schedule.
• Reconcile reported hours, gross wages, taxable wages, deductions, and employer fringe contributions to payroll registers, general ledger records, job-cost records, and payment support.
• Research and correct reporting differences, retroactive adjustments, rate changes, missed deductions, contribution errors, and employee or project classification issues.
• Maintain proof of submission and payment, correspondence, supporting schedules, and correction history in an audit-ready filing structure.
• Support union trust and benefit fund audits, delinquency inquiries, payroll examinations, and requests for records while escalating contractual or legal interpretation questions to management or counsel.
Compliance Controls and Audit Readiness
• Create reconciliations and quality-control checks that confirm Compliance, payroll, certified payroll, union reports, and accounting records agree.
• Monitor missing reports, unresolved exceptions, approaching deadlines, underpayments, unsupported deductions, and other items that could affect project or union compliance.
• Prepare documentation for internal audits, external audits, tax equity agencies, agency reviews, project closeout, and union fund examinations.
• Protect confidential payroll and employee information and follow established access, retention, and document-control requirements.
Leadership and Process Improvement
• Act as the functional lead for compliance and union reporting, setting weekly priorities and providing clear status reporting to the Payroll and Compliance Manager.
• Provide quality review, training, and backup support for the IRA and PWA Specialist and Payroll Specialist while maintaining appropriate separation of duties and approval controls.
• Develop and maintain standard operating procedures, reporting calendars, checklists, templates, and escalation paths.
• Identify recurring errors and root causes, recommend system or process changes, and measure whether corrective actions are effective.
• Support future onboarding, workload coordination, and performance guidance for additional compliance staff as the function grows.
Qualifications:
• Bachelor's degree in accounting, finance, business administration, human resources, construction management, or a related field preferred; equivalent experience considered.
• Four or more years of experience in construction payroll, labor compliance, union reporting, certified payroll, prevailing wage compliance, accounting, or a closely related function.
• Hands-on experience administering compliance, payroll, or reporting platform and validating data across multiple systems.
• Working knowledge of union wages and fringe structures, dues and checkoffs, benefit fund reporting, collective bargaining agreement requirements, and payroll reconciliations.
• Working knowledge of Davis-Bacon and Related Acts, Inflation Reduction Act prevailing wage and apprenticeship requirements, certified payroll reporting, and apprenticeship documentation.
• Advanced Microsoft Excel skills, including lookups, pivot tables, reconciliation methods, and large-data review; proficiency with Word, Outlook, and Teams.
• Strong judgment, attention to detail, and ability to manage recurring deadlines across multiple projects, unions, contractors, and reporting periods.
• Clear written and verbal communication skills and the ability to explain technical requirements, document decisions, and escalate risk promptly.
Preferred Qualifications:
• Experience with Compliance, LCPtracker, or a comparable prevailing wage and apprenticeship compliance platform.
• Experience with construction timekeeping systems, ERP or job-cost systems, and union reporting portals.
• Experience serving as a functional leader, trainer, reviewer, or supervisor in a payroll or compliance environment.
Working Conditions:
• Hybrid environment (3 days in office) with occasional project-site or business travel as needed.
• May require extended hours during payroll deadlines, union reporting cycles, system implementations, audits, or project closeout.
• Work is performed primarily indoors and requires extended periods of sitting, computer use, and detailed data review; jobsite conditions may include elevated noise levels.
