Job Summary:

Under the direction of the DLLC Assistant Director, this role proactively tracks, analyzes, and responds to State of Arizona legislation impacting the agency’s mission. The position conducts legal and factual research, prepares high-level policy documentation, and interprets statutes for leadership. Additionally, this role serves as a key liaison to state regulators, law enforcement, and industry stakeholders, representing DLLC at legislative sessions to evaluate and address proposed regulatory changes.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Proactively research and track relevant state legislation to ensure DLLC compliance with new legislation, the impact of new legislation, and orchestrate a response in coordination with DLLC Leadership; regularly communicate with state legislators, industry stakeholders, and law enforcement partners to evaluate the impact of proposed changes in response to legislative/regulatory changes.
• Researching, tracking, and reporting changes and trends in all levels of legislation and policy that affect DLLC.
• Conducts legal and factual research, analyzes issues, crosscheck and validate information, prepares written correspondence as directed, and analyzes statutes, rules, and policy for their applicability to specific situations. Provides all necessary support to the Arizona State Liquor Board, including legal and factual research, analysis of issues, preparation of written correspondence as directed, and analyzes statutes, rules, and policy to assist the Board in its deliberations.
• Attends information and discussion sessions during the State of Arizona Legislative Sessions independently or with DLLC representatives and Leadership to ensure awareness of upcoming and impactful legislation and to promote discussion of potential impacts.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Federal and state laws, rules, regulations, and policies relating to the Department of Liquor Licenses and Control;
• Systems and programs Concepts and current practices of State government and government management, including legislative and administrative processes.

Skills in:

• Oral and written communication Performing detailed analysis and making recommendations;
• Using computer systems (e.g., Microsoft Project, Word, Excel, PowerPoint, Gmail, and Google Meets).

Abilities to:

• Adapt and be responsive to multiple/ changing goals and priorities Work under pressure to meet work product timelines Produce clear and concise documents and reports;
• Work in a dynamic team environment and across organizations as well as independently;
• Interpret and accurately explain state laws, policies, and administrative regulations to others.

Selective Preference(s):

• A bachelor’s degree from an accredited college or university.

Pre-Employment Requirements:

• Travel may be required for State business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
