Lending Compliance Analyst

Job Type: Full-Time/ Remote

Exemption Type: Non-Exempt

Wage Amount: $25.39 hourly minimum

Lending Compliance Analyst

Primary Functions

The Lending Compliance Analyst supports the Credit Union’s Compliance Management System by performing independent, risk-based monitoring and testing; validating regulatory data; identifying and communicating compliance risks; supporting regulatory change implementation; and assisting with the development, administration, and maintenance of the Lending Compliance Program. The role performs detailed HMDA data-integrity reviews, analyzes trends and root causes, documents exceptions, tracks corrective actions, and collaborates with business units while maintaining appropriate second-line independence.

Regulatory Data Integrity and HMDA

  • Assist Compliance leadership with the development, administration, implementation, and maintenance of the CU’s Lending Compliance Program

  • Perform detailed analysis of Home Mortgage Disclosure Act (HMDA) reportable originated and non-originated applications of mortgage lending, retail and commercial loans as stipulated by Regulation C

  • Import and export periodic data files from source systems into applicable compliance reporting software and reconcile data populations for completeness.

  • Validate reportable data by comparing source documentation, host and loan-origination systems, and the Loan/Application Register (LAR).

  • Identify and document exceptions associated with reviews, coordinate with responsible business units to resolve inconsistencies in loan data, process applicable maintenance and recommend changes as warranted that will ensure the accuracy in reporting of HMDA data

  • Validate reportable property addresses, census and geographic information, and clear quality and validity edits within applicable software.

  • Ability to meet stringent regulatory timeframes established for Regulation C.

  • Provide supporting documentation and compile responses for internal and external audits; Develops procedural manuals and job aids as required.

  • Compile metrics for analysis of HMDA data for Regulation C and Fair Lending.

  • Responsible for importing review packages into imaging system for record retention.

  • Maintain a good working knowledge of HMDA requirements.

  • Maintain a high level of integrity and professionalism to handle sensitive and confidential information.

3. Compliance Monitoring, Testing, and Risk Assessment

  • Execute risk-based compliance monitoring and testing in accordance with approved scopes, procedures, sampling methodologies, and schedules.

  • Assess compliance with applicable federal and state lending requirements, internal policies, procedures, controls, disclosures, and record-retention requirements.

  • Document the objective, scope, population, sample, procedures performed, evidence reviewed, results, conclusion, and reviewer approval for each monitoring or testing activity.

  • Evaluate the design and operating effectiveness of controls and distinguish isolated errors from systemic or repeat issues.

  • Perform root-cause analysis; assess consumer, regulatory, financial, operational, and reputational impact; and communicate findings clearly and promptly.

  • Track management responses, corrective-action plans, owners, target dates, and validation of remediation through closure.

  • Conduct compliance, product and services risk assessments and support updates based on products, services, channels, systems, regulatory changes, complaints, audit findings, and emerging risks.

  • Perform independent second-line oversight and aggregate reporting without assuming ownership of first-line operational controls or corrective actions.

4. Compliance Advisory and Program Support

  • Research and respond to lending compliance inquiries received through the Lending Compliance Helpdesk/GRC system, escalating novel, high-risk, or legally complex matters as appropriate.

  • Review and recommend updates to lending policies, procedures, forms, disclosures, member communications, job aids, and intranet content.

  • Support compliance reviews of new or modified products, services, systems, vendors, decisioning models, workflows, marketing, and member communications before implementation.

  • Participate in regulatory change impact assessments and implementation monitoring, including identification of affected requirements, owners, controls, training, testing, and completion evidence.

  • Provide practical guidance and training to business units while preserving management’s ownership of business decisions and first-line controls.

  • Support internal audits, external audits, and regulatory examinations by compiling accurate, complete, and timely documentation and responses.

  • Develop and maintain procedures, testing scripts, workpapers, job aids, dashboards, and management reports.

  • Escalate material, systemic, repeat, overdue, or potentially consumer-harmful issues in accordance with established governance and issue-management procedures.

5. Regulatory Knowledge and Professional Responsibilities

  • Maintain current knowledge of federal and state lending laws, regulations, guidance, enforcement trends, and industry practices applicable to the Credit Union.

  • Maintain working knowledge of Regulation B/ECOA, Regulation C/HMDA, Regulation X/RESPA, Regulation Z/TILA and TRID, FCRA, Fair Housing Act, Flood Disaster Protection Act, MLA, SCRA, SAFE Act, UDAAP, privacy requirements, TCPA, and other applicable lending requirements.

  • Apply fair lending and UDAAP considerations to monitoring, testing, product reviews, complaint trends, and corrective-action recommendations.

  • Handle member information, regulatory reports, testing evidence, and other restricted or confidential information with integrity, professionalism, and appropriate safeguards.

  • Participate in relevant training, professional development, and credit union or community activities, as assigned.

  • Conduct individual dialogs with direct manager at least monthly.

  • Perform other duties as assigned.

Education and Experience

  • High school diploma or GED required

  • Bachelor’s degree in business, finance, accounting, risk management, or a related field preferred.

  • Two years of financial-institution lending, loan servicing, quality control, audit, risk, or regulatory compliance experience required.

  • Two years of experience performing HMDA data integrity reviews, compliance monitoring or testing, loan-file reviews, or regulatory reporting preferred.

  • Two years of knowledge and work experience of rules, regulations and best practices in the financial industry preferred, particularly, but not limited to the following:

    • Title 12 Chapter VII Subchapter A and B, 12 USC Chapter 14: Federal Credit Unions, Regulation B (ECOA), Regulation X (RESPA), Regulation Z (TILA), Home Mortgage Disclosure Act (Regulation C), Fair Credit Reporting Act (FCRA), Fair Debt Collection Practices Act (FDCPA), SAFE Act, Fair Housing Act, UDAAP and other lending laws.

Knowledge, Skills & Abilities

  • Knowledge of consumer and mortgage lending processes and the ability to interpret and apply regulatory requirements to business practices.

  • Ability to define problems, obtain and evaluate evidence, analyze data, identify patterns, assess risk, and draw well-supported conclusions.

  • Strong attention to detail, organization, documentation, and time-management skills with the ability to manage multiple priorities and deadlines.

  • Strong written and verbal communication skills, including the ability to explain complex requirements clearly to technical and non-technical audiences.

  • Ability to exercise sound judgment, work independently within established authority, and escalate matters appropriately.

  • Ability to collaborate effectively with lending, operations, technology, legal, risk, audit, and other stakeholders while maintaining second-line objectivity.

  • Ability to learn and effectively use loan origination, servicing, HMDA, imaging, reporting, governance-risk-compliance, and related systems.

  • Proficient in Microsoft Office applications, highly proficient in Excel and data analysis

Physical Functions

  • Must have the ability/stamina to work at least 40 hours a week

  • Will frequently reach, feel, bend, stoop, carry, finely manipulate, and key in data

  • Must be able to communicate heavily through telephone, e-mail and in-person communications

  • Must be able to engage in problem-solving skills to help identify and solve potential issues in the field

Work Environment

Work schedule requires the ability to work flexible hours and includes infrequent travel and overnight stays. Work creates moderate stress due to deadlines and multiple responsibilities. The job volume will vary along with the pace required to meet the needs of management and staff and ultimately the membership.
