This role is responsible for overseeing state licensing for the company, its branches, and its Mortgage Loan Officers (MLOs), ensuring full compliance with NMLS and state regulatory requirements at every stage of the licensing lifecycle. The Licensing Manager leads and develops the licensing team, sets processes and quality standards for licensing submissions, and serves as the organization's primary point of contact with state regulators. This role partners closely with legal, compliance, accounting, and executive leadership to protect PMR's ability to originate loans across all licensed states and to support the company's growth into new markets. Key Responsibilities: Oversee and manage the end-to-end state licensing process for the company, branch locations, and individual MLOs, including new applications, renewals, deficiencies, and amendments. Lead, train, and develop the licensing team, managing workload distribution and quality control over licensing submissions. Serve as the primary point of contact with state regulators, coordinating to provide required information and resolve outstanding or escalated licensing issues. Establish and maintain licensing policies, procedures, and best practices to ensure consistency and compliance across all states. Oversee designation and maintenance of branch manager licenses and qualifications. Review and interpret state-by-state licensing prerequisites, ensuring PMR's licensing footprint supports current operations and business strategy. Manage the application and reporting process through the Nationwide Multi-State Licensing System (NMLS), including supporting documentation requests. Ensure MLOs and branches maintain current, accurate licensing records at all times. Oversee company license renewals and monitor MLO continuing education obligations. Manage and maintain surety bond requirements associated with state licenses. Coordinate with compliance, legal, and accounting on state renewals, registrations, and reporting required for continued authority to do business (Secretary of State, Department of Revenue, and similar filings). Monitor regulatory and licensing requirement changes across states, proactively adjusting processes and communicating impacts to leadership. Provide regular licensing status updates, risk assessments, and reporting to senior leadership. Communicate licensing requirements, status, renewals, regulatory updates, and other relevant information to appropriate company personnel and stakeholders Evaluate licensing requirements and timelines to support new market entry and expansion initiatives. Perform additional duties as assigned. Qualifications: Bachelor's degree in Business, Finance, or a related field preferred; equivalent professional experience will be considered. 7+ years of recent experience in mortgage origination licensing, compliance, or regulatory reporting, including prior supervisory or management experience preferred. Expertise with mortgage origination reporting (call reports, HMDA, state-specific reporting), the licensing renewal process, and maintaining licensing information in NMLS and loan origination systems. Strong familiarity with state business renewal, registration, and reporting processes (Secretary of State, Department of Revenue). Proven leadership skills with experience managing, training, and developing a team. Excellent written and verbal communication skills, with strong time and project management abilities. High level of attention to detail with the ability to plan, prioritize, and manage multiple projects and deadlines simultaneously. Demonstrated ability to take ownership of complex assignments and drive them through to completion. Proficiency with MS Office (Excel, Word), one or more loan origination platforms, NMLS, and Adobe Acrobat (PDF files). Ability to work effectively and cross-functionally with legal, compliance, accounting, and executive leadership.
