LGRC: Local Government Resource Centre supports Town, Parish, and Community Councils by promoting best practice across community strategy, planning, service delivery, and council administration. The organization provides locum and interim staff to cover key roles such as clerks, deputy clerks, Responsible Financial Officers, and other council positions on a part-time or full-time basis, and also offers free advertising for permanent vacancies. LGRC delivers consultancy services to help councils with governance reviews, staffing, recruitment, and community engagement activities. It also offers training to build skills in asset management, service procurement, compliance, and community engagement, as well as outsourced services such as financial management and HR administration to help councils focus on meeting community needs.
Role Description
Full timd, part time, hybrid and home based roles available. Locum Clerks provide professional support to town and parish councils on an interim basis. Day-to-day responsibilities include preparing agendas and reports, drafting minutes, and ensuring that council meetings are conducted in accordance with relevant legislation and standing orders. The role includes managing council records and documentation, overseeing statutory processes such as elections and consultations, and supporting councillors with accurate information and guidance on local government procedures. The Locum Town Clerk will also handle correspondence with residents and stakeholders, coordinate council projects, assist with policy implementation, and work closely with LGRC to maintain high standards of governance and service delivery.
Qualifications
- Knowledge of local government operations and public administration, with experience working within Town, Parish, or Community Councils.
- Skills in elections administration, including understanding statutory requirements, timetables, and procedures.
- Competence in records management, including maintaining accurate council minutes, registers, policies, and other official documents.
- Strong communication skills, including clear written and verbal communication with councillors, staff, and members of the public.
- Ability to interpret and apply relevant legislation, regulations, and council procedures, with sound judgment and attention to detail.
- Proficiency in standard office software and council management systems, with strong organizational and time-management skills.
- Previous experience as a town or parish clerk, deputy clerk, or similar role is highly desirable; relevant local government qualifications (e.g., CiLCA or equivalent) are an advantage.
- Ability to work on-site in Haslemere, manage competing priorities, and maintain a professional, impartial approach in a politically sensitive environment.
