ICF's Disaster Management Division seeks a Management Consultant, Strategic Resilience , who will support a growing portfolio of nation-wide hazard mitigation planning, grant and program management projects. This position is 100% Remote in the United States. Preference given to candidates currently in Florida, North Carolina and California. Compensation :  While the range below is broader, this position will offer a base salary of ($85K to $105K).  Offer based on % of job description match and location. The ideal candidate will be a planner first and foremost: well versed in community resilience and hazard mitigation planning practice, capable of performing innovative GIS analysis, and have demonstrated experience writing and implementing natural hazard mitigation grants. ICF seeks a team-oriented self-starter that will work proactively alongside colleagues, clients, and other contractors as directed to deliver quality products and services. This position will have multi-faceted responsibilities related to project management, technical delivery, and client management. This position requires candidates to lead the day-to-day delivery of risk and vulnerability assessments, resilience alternative analysis, grant writing, and benefit-cost analysis. The DM Division supports state, local, tribal and territorial (SLTT) governments and non-governmental partners to design and implement plans, policies, and programs that promote local pre-disaster resilience action and support long-term housing, economic and infrastructure resilience strategies. Our primary clients are SLTT governments administering federal funding for disaster recovery, infrastructure resilience, and residential and public facility protection measures. Key Responsibilities: • Lead teams to conduct open-source policy research, data analysis, and GIS-based spatial analysis to support long-term recovery planning, hazard mitigation plans, grant funding strategies, and hazard mitigation grant application development. •   Serve as a technical lead to develop hazard mitigation plans, resilience strategies, and long-term recovery plans, including facilitating stakeholder and public engagement, executing risk and vulnerability assessments, integrating mitigation priorities with local land use and capital improvement planning, and drafting grant funding roadmaps for project implementation. •   Conduct and oversee economic analyses in support of federal funding applications and planning studies, including benefit-cost analysis (BCA) using the FEMA BCA Toolkit and FEMA-approved methodologies, BCAs consistent with USDOT Benefit-Cost Analysis Guidance for discretionary grant programs, and economic evaluations aligned with USACE planning requirements, such as National Economic Development (NED), Regional Economic Development (RED), and Other Social Effects (OSE) accounts. •     Develop polished, client-ready plans, reports, and grant narratives, including designing maps, figures, infographics, and other graphics that communicate complex technical and economic analyses to public audiences and decision-makers. . •   Manage internal project teams and provide oversight for technical work, including mitigation planning, project scoping, benefit-cost analysis, and grant application development. •   Manage key clients and projects with a focus on maintaining client satisfaction and proactively identifying opportunities for growth. •   Assist with business development activities, including participating in opportunity capture, proposal writing, white papers, opinion pieces, and other marketing support. Must Have Qualifications: • Bachelor’s Degree in Planning, Public and/or Environmental Justice or Policy, Economics or similar field. • 8+ years of experience in community, regional, or hazard mitigation planning, including conducting research, analyzing data and policies, managing grants, and developing products such as state and/or local plans, policies, technical reports, and FEMA mitigation grant applications. • 5+ years of experience conducting GIS and/or economic analysis related to resilience or hazard mitigation planning. • Demonstrated strong writing and written communication skills, with experience authoring plans, technical reports, and grant narratives for government audiences (writing examples may be requested). • Willing and able to travel (flight and vehicle) throughout the United States for work needs as requested. • Must have a valid current U.S. driver’s license and can successfully pass a Motor Vehicle Records (MVR) check. Preferred Skills/Experience: (These may provide more edge and preference than candidates who have only the required skills). • Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field. A master’s degree can supplement 2 years of required experience • Experience with natural hazard resilience concepts, including risk assessments and common hazard mitigation solutions • Certified Floodplain Manager (CFM) • Experience with FEMA Hazard Mitigation Assistance (e.g. HMGP, FMA, BRIC) programs • Proficiency with Geographic Information Systems (GIS), including ArcGIS Pro and ArcGIS Online, spatial analysis of hazard and risk data (e.g., FEMA Hazus, flood and wind hazard layers), and production of cartographic and web map products for plans, studies, and grant applications • Experience with economic analysis tools and methodologies, including the FEMA BCA Toolkit, USDOT Benefit-Cost Analysis Guidance for discretionary grant programs, and/or USACE economic analysis frameworks (e.g., NED, RED, and OSE evaluations). • Experience with report development and document design, including data visualization to produce professional plans, reports, and presentation materials.
