Introduction:


ICES is seeking an Information Management Analyst to join our Data Quality and Information Management (DQIM) department. The Information Management Analyst is responsible for the import and maintenance of large health services data sets within a SAS/Linux environment, adhering to stringent confidentiality and security guidelines. Reporting to the Lead Specialist-Data Science, this role involves converting administrative and project data into SAS datasets, performing data cleaning and validation, and documenting data characteristics to ensure data integrity. Additionally, the Analyst will demonstrating a comprehensive understanding of ICES data holdings and privacy policies to support the organization’s mission and objectives.


Responsibilities of the position include, but may not be limited to:


Data Cleaning, Validation, and Destruction:

  • Perform data cleaning and validation activities, documenting data characteristics according to ICES standards and guidelines. This involves utilizing analytical skills to identify discrepancies and ensure data quality;
  • Collaborate with project teams to understand data requirements and implement cleaning processes that align with research objectives, ensuring that all datasets are accurate and reliable for analysis;
  • Implement data destruction procedures following ICES data destruction policy, ensuring that all sensitive information is disposed of securely and in accordance with legal and ethical standards.


Data Encoding and Management:

  • Accountable for encoding any direct personal identifiers as data arrives at ICES, ensuring compliance with privacy regulations and data governance standards. This is achieved by utilizing data management software and collaborating with data providers to maintain the integrity of sensitive information;
  • Receive data collected in ICES primary data collection projects and prepare it for the ICES data environment (Linux). This involves utilizing technical skills to format and organize data for seamless integration into research workflows;
  • Document all encoding processes clearly to facilitate audits and ensure transparency in data handling practices.


SAS Program Development:

  • Responsible for developing and processing SAS programs to convert administrative and study data files into SAS datasets, ensuring that all data is formatted correctly for analysis. This requires proficiency in SAS programming and collaboration with research teams to gather specific data requirements.
  • Validate the accuracy of the converted datasets by conducting thorough testing and implementing quality control measures.


Data Communication:

  • Work closely with Technology teams, Research Program Managers, and external data partners to address any data issues that arise during data processing, ensuring timely clarification and coordinated problem‑solving;
  • Communicate status updates and issue resolutions to all relevant interest holders, maintaining visibility into risks or impacts and ensuring that data accuracy and integrity are maintained throughout the process.

Knowledge, skills, and abilities:


Minimum Required Education, Years of Experience:

  • Bachelor’s degree in computer science, biostatistics, or related field;
  • 3 years of related work experience.


Minimum Required Position-Specific Knowledge and Technical Skills:

  • Good SAS programming skills, enabling effective data manipulation and analysis for research purposes;
  • Working knowledge of principles of computer systems architecture, database design and record linkage methodology;
  • Excellent understanding of the concepts of data privacy, confidentiality, and security practices, ensuring compliance with relevant regulations and standards;
  • Familiarity with the Linux operating system for data security management practices, with knowledge of the ICES Primary Data Collection Utility and the use of administrative data in health services research considered an asset.
  • Excellent oral and written communication skills, facilitating clear and effective interactions with team members, interest holders, and partners;
  • Strong interpersonal skills, with the ability to build relationships and collaborate effectively across diverse teams and functions;
  • Strong organizational skills, allowing for effective management of multiple tasks and priorities in a fast-paced environment.


Preferred Position-Specific Knowledge and Technical Skills:

  • Demonstrated familiarity with SQL and Python programming would be an asset;
  • Knowledge of and experience using administrative data in health services research would be advantageous;
  • Knowledge of research data collection platforms and data management systems would be an asset.


This full-time, 13- month contract opportunity is for an existing vacancy at ICES Central. The annual salary range for this role is $65,000.00 - $75,000.00. Successful candidate must reside within Ontario while working under our remote flex model and be able to come into the office when required from time to time.


Security clearance may be required.
