Manager, Data Governance Access & Provisioning


Hybrid role (3 days/week in office) at our Salt Lake City, Boise, Fargo, Portland, Vancouver, Renton, Medford, Burlington, Lewiston, Little Rock or Springdale offices. Preference will be given to current employees and candidates who reside within a commutable distance from our Salt Lake City, Boise, Fargo, Lewiston, Little Rock or Springdale offices or who are willing to relocate.

As a member of the Enterprise Data Management and Governance team, our Manager, Data Governance Access & Provisioning leads enterprise-wide data access provisioning operations and governance technology management for the Cambia data platform—driving secure, compliant access through role-based access control (RBAC) frameworks and managing critical data governance technologies—all in service of creating an economically sustainable health care system.

What You Bring to Cambia:

Qualifications:

  • Bachelor's degree in Computer Science, Information Systems, Information Security, Data Management, or related technical field, and 5+ years in Identity and Access Management (IAM) and/or data governance technology management, 3+ years of people management experience leading technical teams, or equivalent combination of education and experience.

Skills and Attributes:

  • Demonstrated hands-on experience with role-based access control (RBAC) systems, particularly Snowflake RBAC, and enterprise access provisioning frameworks
  • Strong expertise in IAM principles, frameworks, and best practices with experience managing access provisioning operations at scale
  • Experience with cloud data platforms including Snowflake security models and governance features, data governance platforms, and data catalog tools
  • Proven ability to configure, optimize, and manage data governance technology platforms including access control systems, streamlit applications, Collibra, Snowflake Horizon Catalog, security controls, and automation tools
  • Ability to contribute hands-on to technical work including RBAC configuration, access provisioning workflows, and platform optimization
  • Proven ability to lead, motivate, and develop technical teams, including managing both FTE and contractor resources
  • Strong project and program management capabilities with ability to manage competing priorities and coordinate work across multiple teams and functions
  • Excellent stakeholder management and communication skills across technical and business audiences, with ability to translate technical access control concepts for business stakeholders
  • Demonstrated outcome-focused leadership and accountability with ability to manage dotted-line relationships effectively
  • Quality-driven mindset, strategic thinking combined with operational execution, and strong problem-solving and analytical skills
  • Ability to balance security, compliance, operational efficiency, and business enablement with a change management and process improvement orientation
  • Experience with AI tools and technologies to enhance productivity and decision-making in professional settings highly desired

What You Will Do at Cambia:

  • Manage enterprise-wide access provisioning operations for the Cambia Data Platform on Snowflake, ensuring secure, compliant, and efficient access through RBAC frameworks, particularly Snowflake RBAC
  • Oversee data governance technology platforms including access control systems, data catalogs, lineage tools, and security controls, and provide hands-on technical expertise contributing to platform configuration and optimization
  • Develop, implement, and enforce access provisioning policies, procedures, and standards while ensuring compliance with regulatory requirements and internal security policies
  • Identify and implement process improvements and automation strategies to enhance access provisioning efficiency and reduce risk, and establish and track key performance indicators for operations
  • Directly manage team members—including FTE and contractor resources—responsible for access provisioning operations and governance technology management, conducting performance evaluations, coaching, and supporting professional development
  • Build and maintain relationships with stakeholders across IT, Security, Compliance, Privacy, and business units to ensure access provisioning meets business needs while maintaining security standards
  • Develop and execute strategic plans for access provisioning operations and governance technology while balancing operational demands with strategic initiatives and contributing hands-on to team deliverables as needed
  • Partner with data governance leadership to advance access management maturity and integrate governance technologies across the enterprise

Pay ranges vary based on the candidate's work location. The expected hiring range depends on skills, experience, education, and training; relevant licensure / certifications; and performance history.


  • National pay structure — applies to the Boise, Portland, Salem, Seattle/Renton/Tacoma, Burlington, Vancouver, Lewiston, and Salt Lake City metro areas: The full salary range is $ $141,000-$231,000 and the bonus target is 17%.
  • Regional pay structure — applies to North Dakota and to Idaho, Oregon, Washington, and Utah locations outside the metro areas listed above: The full salary range is $ $127,000 - $208,000 and the bonus target is 17%.
