Department Overview

PG&E’s Information Technology (IT) organization is comprised of various unified departments that work together to deliver high-quality technology solutions. The GIS Center of Excellence (CoE) team sits within the Enterprise Platforms and Infrastructure organization and has the responsibility for designing, building, operating, and maintaining spatial/GIS applications. The GIS CoE brings together highly skilled professionals who deliver solutions and products using waterfall, agile, and design-thinking practices. We take time to understand our business partners’ needs and translate them into solutions that create intuitive user experiences and improve safety, productivity, and overall well-being for PG&E employees and customers.

Elevate Program

The GIS CoE is embarking on a large multi-year program called Elevate, which will modernize the Enterprise GIS ecosystem at PG&E including existing systems of record, systems of engagement and analytics, while delivering transformational value to the business. The stated purpose of the Elevate program is “enabling geospatial intelligence to power our future”. The GIS technology platform will be based on Esri ArcGIS technology hosted on an AWS Cloud environment.

Position Summary

The GIS Delivery Manager will oversee the day-to-day delivery of assigned workstreams within PG&E's Elevate Program. The role leads internal team members, external delivery resources, and key technology vendor partners to support the managing and scaling GIS capabilities in support of the Elevate program. The Manager is accountable for specific scope, schedule, budget, quality, risks, dependencies, related to managing vendor partner contracts and for escalating enterprise-level decisions and material issues to program leadership. The Manager will oversee building and maintaining the delivery plan, managing quality, scope, schedule, and budget against approved commitments, coordinating dependencies across technical workstreams. The ideal candidate has a track record of delivering GIS projects and experience with Esri's Enterprise GIS technology. This position will be based at PG&E headquarters in Oakland, California.


The successful candidate will:

  • Manage the execution of vendor contracts to help ensure that deliverables are on time, within scope, within approved budget, and to PG&E-standard quality expectations.
  • Plan and coordinate delivery across assigned technical workstreams, which may include Esri configuration and development, infrastructure, cybersecurity, architecture, data conversion, integration, testing, training, deployment, and stabilization.
  • Translate program objectives and business requirements into integrated delivery plans, release milestones, resource needs, dependencies, and measurable outcomes.
  • Provide clear status, financial, risk, dependency, and decision reporting to IT and business leaders.
  • Manage deliverables to comply with applicable PG&E standards, regulations, architecture, cybersecurity, data governance, project governance, and operational readiness requirements.

Salary

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint $147,000 - $199,999. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Bay Area Min: $147,000

Bay Area Max: $251,000

This position is hybrid, working from your remote office and our Oakland, CA Headquarters approximately 1 - 2 days per week, or more, based on business needs.

Job Responsibilities and Key Skill Sets

Management and Delivery Leadership (65-70%)

  • Manage a team of technical employees and contractors which may include project managers, developers, engineers, and testers.
  • Establish development plans for staff; provide performance feedback, coaching, and guidance.
  • Ensure staff have the resources and skills needed to support all projects.
  • Achieve results through others by setting and communicating goals and metrics, monitoring progress, providing ongoing coaching and feedback, and reinforcing behaviors that drive high performance.
  • Manage the successful implementation of new and enhanced GIS systems on time, in scope, and within budget for assigned workstreams.
  • Provide IT services that include planning, development, implementation, and support for GIS solutions required by the PG&E lines of business.
  • Manage the assessment of delivery and technical risks and the execution of plans to mitigate them; ensure issues and decisions are surfaced promptly with a recommended path forward.
  • Execute agile and waterfall project management methodologies spanning planning, design, configuration, testing, training, and post go-live support.
  • Establish and enforce delivery standards, entry and exit criteria, and quality gates for assigned scope.
  • Monitor delivery results against technical specifications and acceptance criteria; develop and manage meaningful metrics to demonstrate delivery effectiveness.
  • Ensure appropriate resources are assigned to each project and manage employees, contractors, and vendors for efficient delivery of services.
  • Develop and manage to project and workstream budgets and resource plans; escalate when scope, cost, schedule, or quality are at risk.
  • Develop and manage service level agreements (SLAs) with business partners and manage key vendor relationships supporting assigned scope.
  • Support complex contract negotiations and value-driven procurement practices led by sourcing and senior leadership.
  • Provide support for compliance with PG&E standards, regulations, and governance processes
  • Drive standardization and best practices, limiting customizations and reducing reliance on third-party tools.

Customer and Vendor Business Relationship and Strategy (30-35%)

  • Act as a liaison and conduit for information flow between the delivery team and the rest of the IT and business community, as well as appropriate external stakeholders; manage efficient and effective resolution of issues.
  • Serve as a trusted partner to business process owners, translating complex technology solutions into clear and concise terms for varied audiences.
  • Explain necessary trade-offs and balances between immediate tactical needs and longer-term outcomes with PG&E leaders.
  • Collaborate with other teams in the delivery and sharing of concepts that can be leveraged across portfolios.
  • Communicate and champion the business technology requirements necessary to execute the GIS portfolio.
  • Develop, prioritize, coordinate, and communicate the goals and processes necessary for implementing assigned portfolio components and critical projects.
  • Review and recommend sourcing strategies for projects, working with business-unit and IT personnel to distribute resources and set priorities based on business goals.

Qualifications
Minimum:

  • Bachelor's degree in Geography, GIS, Computer Science, Engineering, Information Technology, Business Administration, or other relevant field, or equivalent work experience
  • 8 years of experience in programming/systems analysis, project management, IT/GIS delivery, and/or IT strategy planning or other related area

Desired:

  • PMP or comparable project management certification
  • Master's degree or M.B.A. in Geography, GIS, Computer Science, Engineering, Business Administration, or other relevant field
  • Experience with 2 or more large scale, full-cycle technology implementations
  • Fluency with GIS product architecture of Esri and other utility GIS applications/platforms
  • Demonstrated ability to develop and manage to budgets
  • Demonstrated ability to effectively navigate complex organizational, process, technical, and political challenges
  • Excellent analytical and technical skills; excellent written and verbal communication skills
  • Track record of managing multidisciplinary technical teams
  • Willingness to fully relocate to San Francisco Bay area and commute into Oakland, CA office at least 3 days a weekExperience in leading IT GIS projects at a large utility
  • Knowledge of utility operations and asset management principles; operational experience preferred
  • Knowledge of regulatory requirements for the line of business supported (e.g., CPUC, FERC, NERC)
  • Certification in GIS and/or Esri ArcGIS technologies
  • Ability to influence business leadership and management decisions and drive ownership and acceptance of change
