SUMMARY/OBJECTIVES


It is the responsibility of the Managing Director of Public Finance to take ownership of all tasks and challenges that they encounter in the operation of their assigned position. This position is responsible for, but not limited to, providing financial solutions for a broad range of tax-exempt issues for both private and public entities. The functions include working closely with state, county, and municipal issuers to tailor financing structures to their distinctive objectives, including negotiated transactions that deliver high levels of liquidity at competitive rates.

ESSENTIAL FUNCTIONS

  • Create, build, and maintain relationships with municipal issuers, its officers, and other stakeholders
  • Review structure, timing and other similar matters regarding potential issuance of bonds with potential municipal issuers
  • Work with legal and advisory firms to create disclosures and other documents for potential issuance
  • Work with the underwriting desk to price and successfully deliver new issuance to market and to successfully refund existing municipal debt at current market levels
  • Work with legal and advisory firms to close new issues
  • Use available resources to analyze issuers’ existing debt to identify refinancing opportunities
  • Structure new debt transactions
  • Review all legal documents for accuracy
  • Maintain compliance with MSRB, FINRA, and SEC regulations
  • Manage select associates and assist them in their continued development
  • Ensure that the Bank’s policies and procedures, code of conduct, and regulatory guidelines are strictly complied with
  • Provide assistance to other employees through healthy and positive interactions
  • Be involved in performing marketing endeavors/efforts
  • Continuously update skills by participating in professional training
  • Seek opportunities to improve skills through cross-training offered by the Bank
  • All other tasks, responsibilities or duties, as directed by management

COMPETENCIES

  • Ability to effectively prioritize team responsibilities and manage multiple tasks in a changing environment within tight deadlines on an ongoing basis

· Must have strong communication skills characterized by excellent writing and speaking skills

· Proficiency with Munex Public Finance or similar software

· Proficient with general office machines and programs to include Microsoft Office Word, Excel, Outlook, and other software that might be utilized in the department

· Must be well-organized, accurate, and attentive to detail

· Must have good knowledge of business English, including spelling and punctuation

· Must possess basic English language skills to write and speak clearly, and effectively with coworkers and customers

Qualifications, Education, and Certification Requirements

· Education: Bachelor’s degree in business, economics, finance, or related field

· Experience: 5+ years Public Finance Banking experience preferred

  • Certifications/Specific Knowledge: Strong understanding of macroeconomics and fixed income markets; Requires proficiency with Munex Public Finance or similar software and strong knowledge of personal computer, Microsoft Office and other software used in department; Must be able to prepare documents and compose business letters and memorandums; Must have good knowledge of business English, spelling and punctuation; Requires knowledge of office practices, procedures, and general office machines. SIE, Series 7 or Series 52, and Series 63 exams required or the successful completion of these exams within 90 days of hire.

TRAINING REQUIREMENTS/CLASSES

Required annual compliance training, New Employee Orientation, obtain and/or maintain applicable securities licenses (FINRA Series 7 or Series 52, Series 63, and SIE).

PHYSICAL DEMANDS

Must be able to effectively access and interpret information on computer screens, documents, and reports. This position requires a large amount of time in front of a computer. This can be done sitting or standing with use of the right desk.

WORK ENVIRONMENT

This position is located in a cubicle environment that may be loud throughout the day.

Telecommuting roles no matter if hybrid or 100% full time telecommuting must have a secure home office environment that is free from background noise and distractions. They must also have a reliable private internet connection that is not supplied by use of cellular data (hot spot). Cable or fiber connections are preferred. Requirements are subject to change, as new systems and technology is delivered.

TRAVEL

Travel as needed to client locations and to represent the firm at client/industry events as requested.
